A kind gesture from the European Research Council (ERC)! Thanks! I'm curious whether the ERC has ever considered the possibility of an agreement with local funding agencies in EU countries (e.g., Austrian Science Fund FWF 🇦🇹 or Deutsche Forschungsgemeinschaft (DFG) - German Research Foundation 🇩🇪) to transfer reviews from high-quality but unsuccessful applications. This would give these applications a second chance and speed up their evaluation within the local, more traditional funding frameworks. Such a system could greatly simplify the process for applicants, reviewers, and funding agencies.

Earlier today my colleague Kristin West and I met with university executives from across the country at the NACUBO Research University Executive Exchange. Our session concerned “sustaining the promise of federal research.” Among other matters, we discussed the strains on the partnership between the federal government and universities. We at COGR are especially concerned about the strain of increasing federal regulations and policies affecting researchers and their institutions. In the past 10 years, there has been an increase of 172% in the number of new and substantially modified regulations and policies affecting research. Most of these new regulations are important and necessary, but this is not always the case. Moreover, increased regulation = increased administrative and costs burdens. Compliance with federal regulations is not free. We also discussed the importance of “getting right” the many new federal research security requirements that are designed to safeguard intellectual property derived from federally sponsored research and to protect against foreign malign influence, among other concerns. Getting these “right” means ensuring they achieve their intended outcomes, while also doing so in a way that is clear and harmonized across federal agencies, thereby facilitating effective compliance by universities and their researchers.
