Brazil. I was invited to speak about Empowerment Evaluation by the Evaluation Unit of the Department of Advanced Studies of Brazil's National School of Public Administration. It was part of "Evaluation Week". I focused on the simplicity of empowerment evaluation - a worldwide self-evaluation approach with only 3 steps: 1) crystallizing the mission; 2) taking stock or assessing current performance; and 3) planning for the future to improve program performance. The central thread of the presentation was on community involvement and control of the evaluation with evaluators serving as critical friends and coaches rather than external experts. It was a great conference, filled with debates, reflections, and new ideas. The focus was on theory-based evaluation, collaborative evaluation, equity and diversity-focused evaluation, and institutionalization of evaluation in Brazil. Concrete examples were shared, highlighting successes and areas meriting attention in the future. It was a thoughtful, engaging, and often inspiring conference. Many thanks to Rafael Ferrari for coordinating much of the conference and Marcia Joppert for creating the network that made this a reality.
