Our team will compete with 8 other companies to provide technical, analytical, engineering, subject matter expertise, administrative support, and capability portfolio management (CPM) support to the Director, Capabilities Development Directorate (CDD), the Marine Corps Warfighting Laboratory (MCWL), and Deputy Commandant for Combat Development and Integration (DC CD&I). Critical capabilities within this effort include the development of comprehensive Joint Capabilities Integration and Development System (JCIDS) and Business Capability Acquisition Cycle documents, analysis of existing capabilities to define capability requirements, capability gaps, and solutions to implement those capabilities.

Mission command is the only topic that the CSO has written about in two consecutive CSO Notes — namely C-notes 6&7. It is a concept deeply embedded (if not enshrined) in all four of the key documents of the United States Space Force. Here is a quote from the CSO’s Planning Guidance: “Therefore, I direct a default command style of ‘command by negation’ where subordinate echelons are expected to default to action except where a higher echelon has specifically reserved authority.” Or as I’ve heard it from other influential #ussf leaders, “Guardians don’t do mother-may-I. Instead we assume green light unless someone says something specific is a red light.” Exercising mission command will take tremendous courage. In fact we may have to leverage our character and commitment to muster that courage. And it will be easier to muster that courage if Guardians are connected to each other.
My take: CSO and CDR U.S. Space Command are emphasizing the immediate need for mission command, and have empowered one 3-star (Lt Gen Schiess) and two O6 commanders (Deltas 5 & 15; CSpOC & NSDC) for all operational space authorities to flow through, with our Company Grade Officers and Senior Non-Commissioned Officers commanding tactical ops from their host squadrons. The rest of us in Delta command positions now focus our efforts to acquire, generate, and sustain forces to present to these two O6 commanders. We must close the gap on what they need to effectively C2 and synchronize space operations into joint power projection. It’s on us as the Force Generation commanders to get the “who” and “how” right — trained, sustained, and integrated — so that the operational commanders can focus on the “why,” “what,” and “when.” It’s a major shift for many of us; however, it’s the right thing to do to drive mission command to the lowest levels, enabling agility and flexibility with those who know the mission best.

Northrop Grumman Corporation (NYSE: NOC) has achieved a significant milestone by delivering the first production Integrated Battle Command System (IBCS) equipment to the U.S. Army. This delivery includes the Engagement Operations Center (EOC) and Integrated Fire Control Network (IFCN) Relay, complementing the Integrated Collaborative Environment (ICE) previously delivered. The completion of this first full set of IBCS under the low-rate initial production (LRIP) award empowers the Army to conduct essential training for deploying the cutting-edge command and control system, enhancing multi-domain integration capabilities. The EOC, equipped with battle management software and robust communication systems, enables IBCS operators to efficiently plan and execute battle strategies. On the other hand, the IFCN Relay plays a crucial role in forming the IBCS communications network and facilitating seamless integration of sensors and weapons into the system. Recognizing Northrop Grumman's expertise, the U.S. Army awarded the company a Full Rate Production (FRP) contract for IBCS in May, underlining a fiscal year 2024 FRP award of $145 million.
