However, managing these DERs can be challenging for distribution system operators due to the involvement of third-party aggregators and the lack of consideration for grid constraints. In this post, we present a bilevel optimization-based framework that determines the aggregate power flexibility achievable from an unbalanced distribution grid without violating any grid constraints, such as voltage magnitude limits. Our approach provides clear constraints and operating rules that facilitate communication and allow entities procuring flexibility from DERs, like transmission operators or third-party aggregators, to implement their own disaggregation strategy without intervention from the DSO.
