- [Instructor] Commissioning is the process of verifying and documenting that a building and all of its systems and assemblies are planned, designed, installed, tested, operated, and maintained to meet the owner's project requirements. In simpler terms, commissioning is a verification process that ensures that the building is designed, constructed, and operated as the building owner intended. This process includes various steps from review of design documents to project submittals and testing of building systems. A Commissioning Authority, also called a Commissioning Agent, is the individual designated to organize, lead, and review the completion of the commissioning process. I think of a Commissioning Agent almost like an owner's agent that looks over the shoulders of design and construction teams to ensure everything is done in the owner's best interest based on her requirements.
