Duties

The Wildland Firefighter (Fuels) at this level is an experienced member of the wildland fire crew. The incumbent participates with higher-graded fuels management staff, fire management officers, and/or specialists in fuels management planning, implementation and monitoring. Conducts on-the-ground inspections or visits to field units.

Conducts routine field reconnaissance of prescribed fire/fuels treatment units, summarizes field findings, and makes basic recommendations on appropriate prescriptive criteria for meeting program objectives. Makes recommendations for fuels treatment plans.

Administers routine technical aspects of the prescribed fire plans, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the standards specified.

Administers routine technical aspects of mechanical and biological fuels treatment plans, ensures preparation, project layout, implementation and rehabilitation are completed to the standards specified. Assists in pre/post monitoring of fuels treatment implementation to include operational activities, objective achievement, identifying potential problems and making basic recommendations for future fuels treatments.

Ensures classroom and field training is provided to support prescribed fire and fuels management programs or provides routine training using highly structured material.

Operates, moves, inspects, and performs preventative maintenance on vehicles and equipment to conduct surveys, field reconnaissance, etc. This includes crew carriers, fire engines, command vehicles, pickups, and other specialized equipment to treat wildland fuels. Uses judgment to safely operate, maneuver, and set up vehicles and equipment in a variety of environments including urban, grassland, and mountainous terrain. Ensures adherence to vehicle safety procedures when transporting personnel, fuel, and equipment, considering bridge and road limits, equipment weight and length, and weather effects.

Participates in all aspects of a fire management program including fuels management, fire suppression, fire prevention, planning, monitoring, and post-fire activities. Applies an understanding of firefighter safety, fire behavior, topography of the area, weather, fuels, and training in fire management work to direct suppression operations and to recommend and implement tactical strategy on attacking, controlling, or mopping up fires, monitoring fire activity, building or patrolling firelines, cleaning up burned areas within firelines, suppressing spot fires, felling snags or trees, and cutting brush.

Prepares control lines for burnout operations and participates in ignition/firing operations. Coordinates with aircraft for aviation support missions.

Planning.

Conducts routine project assessments to determine the condition presence or absence of wildland fuels. Collects data on fuel conditions and fire behavior through a variety of methods, including field surveys, computer modeling software, and prescribed treatment methods. Results are reported to the supervisor, or higher-level fuels staff, and used in the determination and prioritization of fuels management projects.

Identifies fuels management objectives by reviewing various land management plans and recommends the appropriate treatment. Provides basic assistance in establishing study plots to assess fire and fire suppression impacts on the ecosystem. Participates in the development and refinement of plot characteristics, frequency of visits, subjects to be measured, and data storage and analysis techniques.

Drafts fuels management plans following the interagency template. This involves reviewing fuel treatment alternatives and may include preparing segments of a plan to support objectives of the fire management program. Uses a database to model and explain fire behavior and fire effects observation data. Applies procedures and techniques to ensure data quality. Applies proper data storage and archival procedures.

  • Appointment subject to background investigation and favorable adjudication.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to operate a fire engine and various motor vehicles as part of your official duties; a valid Commercial Driver's License may be required. You will be required to submit your Commercial Driver's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • Work may require travel by fixed-wing or rotorwing aircraft.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Subject to frequent extended travel up to 14 nights particularly during fire season, and you must obtain a government charge card for travel.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

ADDITIONAL REQUIREMENTS CONTINUED:

  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination?(which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to periodic medical examinations throughout employment.
  • The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack. NOTE: Arduous Work Capacity Test

All qualifications must be met by the closing date of this announcement08/16/2024 unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

Selective Factors: The applicant(s) must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

Engine Boss (ENGB) or Crew Boss (CRWB) or Firing Boss (FIRB) and Incident Commander Type 5 (ICT5) which currency is required This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement. These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57. Two exceptions are allowed: 1) an applicant has prior Federal service in documented special retirement covered position(s) sufficient to count toward 20 years of covered service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Applicants must submit proof of their previous and/or current status in the Fire Fighter or Law Enforcement special enhanced annuity retirement system.

  • AND-
  • Primary firefighter positions include the following age requirements:
    • Under age 37 -OR-
    • Less than age 37 after subtracting the months of Permanent Federal Service worked in a primary or secondary firefighter/law enforcement position -OR-
    • A veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement.

One year of specialized experience equivalent to at least the GS-06 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: an understanding of fire behavior relative to fuels, weather, and topography and how fire affects natural and cultural resources. Examples of experience may include: 1) participating in wildland fire activities (such as planning and/or implementing prescribed fire or managing wildfires) ensuring resource objectives are being met from a fire management standpoint; 2) leading firefighting crews in prescribed burning and wildfire suppression field operations and performing wildland fire suppression, preparedness, prevention, monitoring, hazardous fuels reduction and prescribed fire as a wildland firefighter crewmember; and/or 3)assisting with analyzing and predicting fire behavior when responding to wildland fire incidents.

OR

One year of graduate level college education in a field directly related to range technician fire work such as a major study in forestry, fire science or a field directly related to this position that has equipped me with the knowledge, skills and abilities to perform the duties of this position. A copy of your transcripts is required.

OR

Have an equivalent combination of such education and experience. For example, I have 6 months of the specialized experience described in A above (50% of the experience requirement), and 9 semester hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education). A copy of your transcripts is required.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

When submitting college transcripts, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Work in the office is primarily sedentary. Field work does require frequent physical exertion, involving walking over rough terrain, sometimes for extended periods, and working under occasionally inclement (hot, cold, snow, wind, etc.) weather conditions.

The incumbent must be in good physical condition in order to safety perform field activities. The incumbent must be able to perform duties in areas of uncontrolled wildfire where hazardous conditions exist. The incumbent must be able to fly as a passenger in helicopters and single engine fixed wing aircraft.

Working Conditions: Work is performed in both an office and field setting with field work. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust conditions create hazardous conditions. The nature of fire management work requires that protective clothing (boots, hard hats, etc.) be worn. The incumbent must exercise a variety of safety practices and precautions for the well-being of self and of others.
