Are you passionate about shaping the workforce of tomorrow? ChamberRVA is looking for a dynamic and strategic leader to join our senior leadership team as the Vice President of Workforce Development Strategy.

Position Overview:

The Vice President, Workforce Strategy (VP) will lead efforts to build the workforce development infrastructure that powers our member businesses and our region. The VP will have deep experience using strategic thinking, creativity, and principles of diversity, equity, and inclusion to drive, align and support the region’s workforce efforts with employer and economy needs.


The VP will work with a broad set of stakeholders including members, outside partners, subject matter experts, and local educational institutions. The VP will work to understand existing workforce and pipeline demographics and trends impacting sources of talent and barriers to employment. The VP will solidify existing relationships between business and education, particularly technical centers, community colleges and 4-year institutions.


The Vice President of Workforce Strategy is an executive-level position and essential member of the

ChamberRVA senior leadership team. In this role, the individual will report to the Chief Strategy Office and will support the inclusive growth of the Richmond community and greater region. This individual will play a crucial role in developing and securing strategic partnerships throughout the region and state, convening key groups and stakeholders, identifying gaps and challenges, and building solutions.

Key Responsibilities:

  • Provides leadership in developing, implementing and maintaining a cohesive and multi-year workforce and talent pipeline plan including the community’s workforce coalition and various associated programs.
  • Facilitates collaborations between industry, education and workforce agencies.
  • Develops, maintains and enhances relationships with key strategic partners including business leaders, educators, investors, members, government entities, non-profits, and other community partners to build support and sustain workforce programs long-term.
  • Drives and sustains resource development and budget oversight for the workforce strategy as well as identifying and securing funding for workforce initiatives.
  • Keeps current with trends and best practices in regional, state, and federal workforce development and recommends improvements to existing programs.
  • Identifies gaps within the community, creates innovative solutions through new program design and convenes partners for implementation.
  • Represents ChamberRVA on workforce issues through public speaking and presentations, providing information and facilitating conversations.
  • Collaborates with ChamberRVA staff and assists with other programs, events and publications as needed.
  • Other additional and/or alternative duties as assigned.


Desired Qualifications:

  • Bachelor’s degree or commensurate experience.
  • Minimum of 5 years of experience in workforce development programming or policy, with a mix of strategic planning and hands-on execution.
  • Proven ability to lead strategic initiatives and manage program implementation.
  • Experience with curriculum development, certifications, mentorships and credentialing.
  • Highly analytical with an ability to gather and analyze data.
  • Strong communication skills, both written and verbal, with attention to detail.
  • Ability to work a flexible schedule, including some early mornings and late evenings with notice.
  • High ethical standards and a balanced approach to strategic thinking and practical action.
  • Background in resource development and budget management.
  • Familiarity with local, state, and federal workforce development practices.


Salary: Commensurate with experience. Current salary range is $80k-$100k
