Utility Coordinator I, II or III for the Kaufman Area Office in Dallas District

Utility Coordinator I:

Coordinates and performs technical work related to new utility installations and state and federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level follow standard practices that do not require frequent supervision of details.

Utility Coordinator II:

Coordinates and performs technical work related to new utility installations and state and federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Utility Coordinato r III:

Coordinates and performs technical work related to new utility installations and state and federally funded utility adjustments and relocations. Work requires considerable contact with private entities and governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Duties

Essential duties for an Utility Coordinator I, II and III:

  • Assists in researching problems and coordinating solutions regarding potential utility conflicts and reimbursements; prepares correspondence
  • Assists with establishing and coordinates activities between the Department, federal agencies, utility companies and other entities
  • Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems
  • Prepares, processes and maintains documents, references and/or resource materials
  • Assists with review and processing of new utility installation permits
  • Assists with providing updates on current projects for progress and pending projects for planning and portfolio management purposes; consults and advises personnel in policies and procedures
  • Performs other job responsibilities as assigned

Additional duties for an Utility Coordinator III:

  • Develops, maintains and updates utility relocation schedules.

Minimum Qualifications:

Utility Coordinator I:

Education: High School Grad or Equivalent in general education.

Experience: None

Utility Coordinator II:

Education: High School Grad or Equivalent in general education.

Experience: 1 year Utility, transportation or construction-related activities.

  • Experience can be satisfied by fulltime or prorated parttime equivalent
  • Related technical or education from an accredited institution may be substituted for experience on a year per year basis

Utility Coordinator III:

Education: Bachelor's Degree in any discipline

Experience: 2 years Utility, transportation or construction-related activities.

  • Experience can be satisfied by fulltime or prorated parttime equivalent
  • Related work experience may be substituted for a degree on a year per year basis or related graduate level education may be substituted for experience on a year per year basis

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Safety Impact Certificate

Preferred Qualifications:

Previous experience with utilities, real estate, construction drawings or other types of construction records

Competencies required of an Utility Coordinator I, II and III:

Knowledge of:

  • Standard procedures relative to planning, construction and engineering fundamentals
  • Right of way policies, procedures and terminology
  • Principles of utility coordination and associated terminology
  • The utility industry and applicable laws, rules and regulations

Skill in:

  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Analyzing and organizing business and technical data
  • Using computers and applicable programs, applications, and systems

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20lbs at a time and frequently lift or carry objects up to 10lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Subject to inside and outside environmental conditions

This unique opportunity would allow a candidate to work with a team of dedicated TxDOT employees who partner with utility companies to deliver projects with accurate and timely permits and relocation assistance throughout these counties. The ideal candidate is team player, with attention to detail, who enjoys a fast-paced atmosphere and working with others to build and maintain a reliable transportation system for the traveling public! The ability to communicate and work well with outside stakeholders such as utility representatives is a must.

Salary Range for Each Position Level:

Position Title: Salary Grade / Range:

Utility Coordinator I B16: $37,918.00 - $58,130.00

Utility Coordinator II B18: $42,521.00 - $67,671.00

Utility Coordinator III B20: $48,158.00 - $77.477.00

This position is for a Utility Coordinator I, II or III. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.
