The Purchasing Department is created for the purpose of providing a "checks and balances" system for expenditure of public funds. The Purchasing Department strives to maintain consistent and open communication with the vendor community and the various supported County departments and agencies.

What you will do at Harris County Purchasing Department:

Harris County Purchasing Department is seeking an experienced, motivated, and resourceful Training Specialist.

Under direct supervision, the Training Specialist will identify training needs and translate them into comprehensive programs that are designed to enhance the competencies of team members in the Harris County Purchasing Office and partnered County Departments. Individuals in this role will be responsible for developing instructional material, leading training sessions, and evaluating the efficiency and effectiveness of the training courses.

The Training Specialist is expected to have a strong passion for learning and development, exceptional instructional and design skills, and the ability to effectively communicate with all levels of the organization.

Essential Functions and Duties:

  • Needs Identification: Assess training and development needs for the Purchasing Office through observations, interviews, focus groups, and communication with managers.
  • Program Development: Develop various training programs based on identified opportunities and prepare team members for advancement in their careers.
  • Training and Development: Lead training sessions, courses, and programs, including creating and distributing instructional materials, supplies, aids, and manuals.
  • Performance Evaluation: Collect, maintain, and analyze data to evaluate the effectiveness of training and development programs; use data to recommend changes to personnel and implement suggestions.
  • Records and Reporting: Maintain organized and accurate records and reports to document departmental programs and initiatives.
  • Additional Responsibilities: Perform other duties as directed by the course and scope of the job.

Requirements

Education & Experience:

  • Bachelor’s degree in directly related field from an accredited college or university
  • Two (2) years of relevant experience including local government or procurement


OR

  • Associate degree in directly related field from an accredited college or university
  • Four (4) years of relevant experience including local government or procurement


OR

  • High school diploma or G.E.D. equivalent
  • Six (6) years of relevant experience including local government or procurement


Knowledge Skills, and Abilities:

  • Knowledge of training processes and procedures.
  • Knowledge of local government and procurement processes and procedures.
  • Proficiency in MS Office and database software.
  • Skilled in preparing instructional aids, plans, and other related training materials.
  • Strong interpersonal and communication skills, with the ability to work effectively with diverse constituencies.
  • Strong time-management skills.
  • Excellent decision-making and organizational skills.
  • Ability to convey complex information in an understandable manner.

General Information

Position Type, Hours and Salary:

  • Regular | Full-Time
  • Monday - Friday from 8 am to 5 pm | 40 hours per week
  • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
