Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Under the general direction of the Assistant Deputy Director of the Division of Federal Financial Assistance (DFFA), the Manager III oversees and directs the work of second level managers within a branch that administers a variety of federally funded Housing and Community Development programs including the Home Investment Partnership Program (HOME), HOME-American Rescue Plan (HOME-ARP), and National Housing Trust Fund (NHTF).

The branch is primarily responsible for the closing of loans and grants for federally funded affordable housing projects including the development, in consultation with the Legal Affairs Division, of all required documents that detail requirements of federal funding programs. This position has a high level of visibility within HCD as well as with HCD’s key stakeholders such as multifamily housing (MFH) developers.

  • Please describe in detail how your experience, educational background, and qualifications have prepared you for this position including experience with all aspects multifamily housing loan closing.
  • Describe your experience and ability to develop cooperative working relationships with all levels within and outside the Department (Agency, Governor’s Office, other local, State, and Federal Departments, and key stakeholders).
  • Describe your experience implementing change in a large organization and how you identified and implemented solutions to meet operational challenges through subordinate managers and supervisors. Examples should include strategic and innovative approaches to problem-solving and effective delegation and the establishing of goals and metrics for success.
