Description of Position: To serve as the Chief, Command Knowledge Management and Command Knowledge Management Officer (KMO) and Command Information Officer for USSPACECOM, and continually assess and synchronize Knowledge Management (KM) / Information Management (IM) efforts as they apply to staff readiness, unit infrastructure, unit performance, and to advise the Chief of Staff and staff on best practices.


Position Duties/Responsibilities:

  • Serves as the United States Space Command’s Knowledge Management Officer, advising the Command’s Chief of Staff and Senior Leadership in planning, organizing, and overseeing the activities of the Command’s Knowledge Management Program.
  • Provides support for strategic improvement initiatives through the development and execution of KM products and environment, change management, and organizational learning tools, techniques, and expertise.
  • Reviews and assesses USSPACECOM processes to determine if the output meets the Commander’s intent and supports the unit’s missions. Schedules, coordinates topics, manages, and directs the Boards, Center, Cells and Working Groups (BC2WG) as associated with the Command’s Decision Cycle process.
  • Serves as the Command’s Information Sharing Manager. Directs and/or leads broad studies involving information sharing programs and policies that affect the commands and subordinate organizations. Manages the Information Exchange Environment (IEE) process and requirements from USSPACECOM to the staff, and subordinate and Component Commands.


Key Skills & Abilities:

  • Knowledge of military process and doctrine; USSPACECOM Strategic Vision, Concept of Operations, Battle Staff Standard Operating Procedures; Joint policies and procedures; DoD, Joint, and Services' organizational structures.
  • Knowledge of military strategic and tactical concepts, principles, processes in all domains – space, land, aerospace, maritime, cyberspace, planning, logistics, and interagency.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Practical and professional knowledge of a wide range of all the services military and commercial technical Command, Control, Communications, and Computer methods, principles and practices.
  • Skill to perform quantitative and qualitative data analysis in order to gather, measure, and analyze facts, draw conclusions and devise recommended solutions while being able to negotiate and defend ideas and support Knowledge Management, Information Sharing and Command Processes concepts.
  • Ability to plan, organize, and direct the operation of a medium sized organization, and to mentor, motivate, and apprise a staff of subordinate workers with proven leadership skills and a demonstrated ability to build effective teams while being able to communicate effectively, both orally and in writing.
  • Ability to act, or react, in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to senior leadership.


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing Knowledge Management, change management, Information management, and managing Information Exchange Environment.
  • Certifications: Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the primary work role: 431- Knowledge Manager and 422 - Data Analyst. Failure to comply may result in removal from this position.

  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires drug testing
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
