POSITION TITLE: Federal & State Monitoring Supervisor (Supervisor #1146)
Reporting to the Director, will provide supervision and evaluation of the performance of staff and contractors, provide technical assistance and leadership to staff, and implement ISBE Board goals and the department business plan. Provides leadership in cross-functional department work and promotes collaboration with other departments as needed.
Duties and Responsibilities:
Supervises the activities of the department staff, including providing technical assistance, resource management, scheduling and monitoring work assignments, evaluating staff and ensuring that the work is equitably distributed among staff.
Develops and implements policies, procedures, forms, audit programs/monitoring instruments, work papers, audit coverage based upon risk analysis and statistical analysis, audit schedules and staffing levels in support of the department business plan.
Assists in the development of and maintenance of a department database/tracking system.
Provides technical assistance as needed to management and staff within ISBE.
Works with the Director with risk analysis to determine selection for reviews.
Participates in peer quality review, including training and follow-up with individual professional staff.
Assists the Director with procurement related activities and supervision of contractors in relation to contractual monitoring engagements.
Develops and presents information about the department (in written and oral format) to professional organizations and client groups.
Performs other duties as assigned.
Required Qualifications:
Master's degree in Education, Public Administration, or business related field such as Business Administration, Accounting, Finance, or Economics, or, a Bachelor's degree in one of the listed fields plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
Two years (in addition to education requirements) of progressively responsible professional experience in accounting, auditing, school business management, compliance monitoring, or grants management.
Effective management of timelines.
Demonstrated ability in performing compliance activities in a regulatory environment.
Demonstrated ability to define problems and apply problem solving techniques to complex issues.
Proficiency in Microsoft Office programs.
Ability to communicate clearly orally and in writing.
Preferred Qualifications:
Previous management/supervisory experience in a union environment.
Previous experience managing or administering education grants.
Knowledge of federal and state laws and regulations concerning education.
