Purpose and Scope:

The Subcontract Administrator is based in Oahu, HI and is responsible for overseeing all aspects of subcontract administration, including cost proposal review and procurement activities. This role involves planning work for subcontract personnel, establishing schedules, and evaluating personnel performance. Ensuring compliance with government policies and procedures is also a key responsibility.


Essential Responsibilities:

  1. Coordinate, develop, and generate subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence.
  2. Coordinate, develop, and produce procurement documentation including acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.
  3. Evaluate proposals and quotations, assess offer responsiveness, responsibility, and eligibility for award, and support discussions and negotiations.
  4. Maintain subcontract files and monitor subcontractor deliverables.
  5. Review and process purchase requisitions.
  6. Conduct subcontract file reviews to support Government audits.
  7. Provide subcontract training for technical and subcontract staff.
  8. Draft, review, and negotiate teaming and non-disclosure agreements.
  9. Coordinate with accounting and finance departments for subcontract invoicing, payments, job cost management, contract audit/filing, and closeout processes.
  10. Ensure compliance with governmental laws and divisional policies related to contracts and procurement.
  11. Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business activities/fairs.
  12. Negotiate terms and conditions with subcontractors.
  13. Ensure cost or price analysis is conducted and well-documented to ensure fair and reasonable pricing.
  14. Close out subcontracts.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Bachelor's degree in Business Administration or related field required. Two (2) years of experience in subcontract, procurement, or supply chain, or related field can substitute for each year of the four (4) years of college.
  • 5 years’ experience in subcontract administration.
  • Excellent communication and negotiation skills, and proficiency in word processing, database, spreadsheets, and integrated software applications.
