This position serves as the Legal Resources Section Manager for the Law Enforcement Division (LED) and is responsible for assisting the Division Chief. This position coordinates, plans, and directs the staff of the Legal Resources Section which administers the legal, policy, records retention program, and Freedom of Information Act (FOIA) activities of the LED. This position serves as a recognized legal resource responsible for performing legal analysis, researching, and drafting decisions. This includes supervising staff that conducts legal research to support LED executive decision making. This position reviews policy and forms development by providing legal review and guidance, is the primary in-house legal advisor. This position serves as the litigation coordinator and division liaison to the Department of Attorney General. Works in direct assistance to the assigned Regulatory Affairs Officer (ROA) of the department. This position is also responsible for submission of the LED elements of the Annual Regulatory Plan.
This position leads staff in a variety of tasks including supporting the department’s legislative liaisons by analyzing, reviewing, and drafting proposed legislation; instructing Michigan Commission on Law Enforcement Standards (MCOLES) required legal instruction, law-related courses; assisting with administrative rulemaking; conducting in-depth legal research; drafting a variety of correspondence and memoranda; and drafting or reviewing contracts and agreements. This position oversees the staff involved in the process and coordination of responses to FOIA, Subpoena Duces Tecum, and other official requests for LED, ensuring compliance with all laws and regulations.
This position serves on the division management team and assists in guiding the division in the pursuit of its missions and goals.

Required Education And Experience
Education
Possession of a bachelor's degree in any major.
Prefer: Juris Doctorate
Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.
Alternate Education And Experience
Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.
