Summary Of Duties
The Senior Program Manager/Sr. Release Train Engineer is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role report to the Director of Agile Transformation, and have direct reports or matrixed subordinate team members. The role requires servant leadership and regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.

Essential Functions
- Coordinate multiple Agile teams, vendors and assets to ensure timely and cost-effective sequencing and execution of Digital Technology quarterly committed outcomes
- Establish Governance and Controls structures to enable effective escalation and decision-making processes
- Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions
- Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
- Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
- Hire and mentor Scrum Master/Team Coach staff and provide guidance on Agile mindset, values, principles, and ART/Iteration success pattern
- Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate controls mechanisms
- Identify and evaluate the risks associated with Agile Release Train (ART) execution and work across organization to establish and monitor mitigation plans
- Develop and maintain required artifacts and ensure that all initiatives have appropriate artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
- Identify efficiencies and present recommended improvement opportunities at various levels of management
- Ready and facilitate the Agile Release Train (ART) through 2-day in-person PI Planning Event
- Coach alignment to Enterprise Strategy and cascaded OKRs; Track progress through ART Predictability Measure; Velocity; Cycle Time, and other Flow metrics throughout PI execution
- Facilitate ART synchronization events including Coach Sync, ART, Sync, Architect Sync, PO Sync, I&A, IP Iteration, System Demo
- Promote
- Coach ART roles including architects, product management, business owners, shared services, etc.
- Facilitate value stream identification and value stream mapping activities
- Drive relentless improvement through quarterly AgilityHealth TeamHealth Assessments and Inspect & Adapt events
- Promote built-in quality and devops practices within the ART
- Think beyond day-to-day activities and apply systems thinking to optimize the flow of value through the ART
- Comfortably be the face of the ART at PI Planning and excel at public speaking in front of large, diverse audiences
- Bachelor’s degree or equivalent combination of education and experience.

- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
- PMP Certification in good standing
- Must have work authorization in the United States.
- 9+ years of relevant work experience
- SAFe Release Train Engineer (RTE) 6.0 certification
- Scaled Agile Practice Consultant (SPC) 6.0 Certification
- AgilityHealth Facilitator (AHF) Certification
- Jira Align, Jira Software, Confluence, Figjam, MS Teams
- Experience managing programs in the transportation industry environment
- Travel Requirements: Up to 25%
- Must have excellent oral and written communication skills
