Job Description:

We are looking for an experienced consultant with Grants Management experience (Federal Grants) to support DC's grant activity associated with the Bipartisan Infrastructure Law.

We are looking for a senior consultant to help successfully apply for and win grants from the Bipartisan Infrastructure Law (BIL) titled the Infrastructure Investment and Jobs Act (IIJA). The qualified resource shall provide direct, supplemental grant writing capacity, to ensure that in-house capacity is never a reason or consideration for whether to pursue a grant. This will involve direct grant writing support and providing analysis to make the best possible case for the organization and adapt to changing analysis requirements from the federal government (including Justice40, cost/benefit analyses, and more).

Essential Duties/Responsibilities:

  • Serve as the lead writer for outlines and successive drafts of the concept papers, including the creation and/or incorporation of text, graphs, charts, and/or images, ensuring the concept paper meets and fulfills the review criteria of the BIL grant program focus areas.
  • Serve as the lead writer for outlines and successive drafts of the Full Application documents, including but not limited to the Technical Volume, Community Benefits Plan, and Statement of Project Objectives. This may include the creation and/or incorporation of text, graphs, charts, and/or images as well.
  • Lead conversations and engage with relevant stakeholders to receive data, statistics, graphics, and edits of successive drafts relevant for the successful development of the Concept Paper and Full Application.
  • Research, advise, and guide client regarding best practices as it relates to the development of a Concept Paper and Full Application under the BIL.
  • Assist agency staff in program administration concerns related to the Concept Paper and Full Application, as needed.
  • Collaborate with agency staff on communications strategies and outreach, as needed.
  • Perform related duties as assigned.

Job Requirements:

  • Bachelor's degree required.
  • 10-plus years' experience in grant management, particularly federal grant management.
  • Superb written and verbal communication skills and the ability to communicate effectively with diverse populations of federal, state, and local officials, industry executives, and other high-ranking officials.
  • Must be meticulous and detail oriented.
  • Must be highly organized and able to work in an efficient manner under tight deadlines.
  • Ability to simultaneously manage multiple projects and adapt to different projects and/or tasks.
  • Ability to maintain confidentiality.

Responsibilities:

  • Analyzes process and re-engineering, with an understanding of technical problems and solutions as they relate to the current and future business environment.
  • Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams.
  • Recommends and facilitates quality improvement efforts.

Minimum Education/Certification Requirements:

Bachelor's degree in information technology or related field or equivalent experience
