Description

I. DESCRIPTION OF SERVICES

Texas Department of Family and Protective Services requires the services of 6 Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Family and Protective Services.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Family and Protective Services and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Family and Protective Services will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Worker is responsible for the modernization of existing DFPS' Enterprise web applications, following established standards, quality attributes, and design specifications.

This Role Is Responsible For The Following

  • Define and Develop low-level design documents
  • Contribute to and follow software engineering best practices to create robust and standardized solutions
  • Work closely with Business Analysis and Project Management in executing the assigned development work
  • Participate in design and development activities for existing and new components
  • Perform full stack development including Database, Services, Web Applications, and Front-end development by utilizing various versions of programming languages and frameworks
  • Write scalable and high available code by following the design principles and software engineering best practices
  • Perform code reviews, unit testing, integration testing, test case automation, continuous integration and continuous deployment
  • Identify, investigate, and resolve production problems in a timely manner, based on the priority

The Workers must have a strong Technical Lead background with extensive experience in the following:

  • Strong working knowledge of the following DFPS systems/programs (including but not limited to): IMPACT, PACES, ABCS, PEIRS, NEICE, e-Report, e-Travel, General Placement Search and Community Based Care
  • Eight or more years of experience with Enterprise level Java applications with over three years of experience in a technical lead role
  • Ability to plan and coordinate technical activities including work break down, assignments, estimation of level of effort, enforcement of standards, code review, build engineering, testing, and release management
  • Work closely with Business Analysis and Project Management in prioritizing the assigned work and providing options/alternatives
  • Lead the design activities for existing and new components, make recommendations to the technology leadership
  • Define the automation requirements in a priority order from within the team, including build, testing, and security from CI/CD perspective
  • Technical background with progressive experience with various versions of programming languages and frameworks
  • Ability to simplify design complexities for Junior Developers to meet the quality and timeline objectives
  • Experienced with Full stack development capabilities including Database, Services, Web Applications, and Front-end development

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

Years Required/Preferred Experience 8 Required Professional experience in software engineering 7 Required Hands-on experience in Front End/UI developm ent, enhancing and maintaining enterprise-class applications on the J2EE application development platform 7 Required Hands-on development experience implementing applications utilizing any J2EE Application Server, Authentication and Authorization, Caching strategies 6 Required Hands-on experience in writing code with front-end development technology including Java, J2EE, HTML, CSS, JavaScript, JQuery, JSON, XML, JavaScript Framework, Bootstrap 3 or 4, Angular, JSP (JavaServer Pages) 5 Required Expert in one of more of Angular Framework, AJAX, Bootstrap (3 or 4), JavaScript framework, NPM 5 Required Experience in IBM WebSphere Server deployments 5 Required Experience in WebLogic Application Server deployments 4 Required Experience with user journey mapping, story boarding, creating mockups and wireframes, application usability design, fast prototyping, and proof-of-concept development 4 Required Expert in Responsive and Progressive Web Appl cation Development 5 Preferred Experience in SOAP or RESTful Web Services 5 Preferred Working knowledge of code Version Control using SVN or Git or Maven, Liberty, and Jira 5 Preferred Technical Documentation including Design Documents, Standards, and Configuration Plans 5 Preferred Working knowledge of development standards for accessibility compliance for websites 3 Preferred Experience as a participant in agile software development teams 3 Preferred Working knowledge of Test Automation (Selenium, LoadRunner, Accessibility testing) and the ability to troubleshoot integrations with Client ALM 3 Preferred Experience in Static Coding Analysis using SonarQube or Veracode or similar product 3 Preferred Working knowledge of Responsive / Mobile Dev elopment 2 Preferred Working knowledge of Web Content Accessibility Guidelines (WCAG) 2.0 / Sec 508 2 Preferred Experience with UI test framework Karma, Jasmine, Cucumber, QUnit or similar 2 Preferred Working knowledge of Continuous Integration, Jenkins or equivalent 1 Preferred Strong working knowledge of the following DFPS systems/programs: IMPACT, PACES, PEIRS, NEICE, SSCC, ABCS, Child Placement Portal, and Community Based Care, including Impact 2.0 Phase 2 uses JSP

III. TERMS OF SERVICE

Services are expected to start 09/06/2023 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1992 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Family and Protective Services. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4900 N. Lamar Blvd, Austin, TX 78751 (currently telework). Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Family and Protective Services will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services.

V. OTHER SPECIAL REQUIREMENTS

Candidates selected for this opportunity may be required to physically attend meetings in Austin, TX, with minimal notice.

Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is accepted.

In order to assist in quickly acclimating the contractor to DFPS/ITS, they will be required to attend a virtual onboarding session and to physically pick up agency issued equipment in Austin, TX on their first day of contract. There will be additional appointments and blocks of time that the contractor will need to attend during their first week of assignment. Rescheduling of these events may result in the contractor's start date to be delayed.

Vendors must not include their company names or logos in the Workers' resumes or the workers' personal contact information. A candidate's skills matrix and Candidate Acknowledgement Form must be attached to the resume submission.
