The Ethics in Government Act, P.L. 95-521 requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SL position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You will be required to obtain and maintain a top-secret security clearance.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for this SL position, you need to have at least one year of full time experience equivalent to the GS-15 level defined as providing expertise and advice to officials on scientific issues of national or international significance; integrating human and environmental risk assessment information and studies into policies and practices for an organization; liaising between multiple offices and/or entities and providing current human health and environmental risk evaluations to both; and briefing and/or testifying to senior officials of an organization and/or Congress, a court, or other legal proceeding.

You will be evaluated on the mandatory Technical Qualifications listed below. Your responses should be clear and concise and show a level of accomplishment and a degree of responsibility.

Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

TQ 1 - Demonstrated experience managing, directing, developing and providing guidance and policy direction for human health and/or ecological risk assessment policies and initiatives related to the development and use of traditional and advanced toxicology testing techniques, chemical exposure estimation methods, and probabilistic risk estimation.

TQ 2 - Demonstrated experience evaluating advanced risk assessment methodologies relevant to chemical regulations.

TQ 3 - Demonstrated experience communicating complex and politically sensitive environmental policy issues to higher management and externally.

TQ 4 - Demonstrated experience analyzing current domestic and international risk assessment issues for chemicals.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

Biologist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.

Toxicologist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.

Physical Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Chemist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR a combination of education and experience with education equivalent to one of the majors listed that included the described coursework.

Additional information

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

Time in grade requirements do not apply to SL/ST positions.
