Position Description:

  • Regulatory Lead serves as a subject matter expert and enterprise-wide coordinator of regulations promulgated by the Bureau of Land Management, Bureau of Indian Affairs and state oil and gas commissions.
  • The Lead will serve as Companies primary technical representative on federal trade organization committees related to this subject matter.
  • The Lead will routinely interface with Regulatory Compliance Managers to understand advocacy objectives and will be responsible for rolling out newly finalized regulations to the Regulatory teams and supporting implementation with consistent processes and tools. Environmental-related regulations will be handed off to the Compliance Supervisor and the Regulatory Lead is responsible for developing RACI charts to coordinate efforts between the Regulatory Compliance Managers and the Compliance Supervisor.

Primary responsibilities:

  • In concert with the Sustainability & Advocacy Manager, develop strategic guidance on forthcoming regulations and represent Companies interests in state and federal trade organization committees.
  • Analyze proposed regulations to identify potential pain points.
  • Consult with Regulatory Compliance Supervisors, Operations, Land and Production Revenue Accounting as needed to develop company positions.
  • Communicate and advocate for Companies position within the trade groups, elevating issues of nonalignment as needed.
  • Communicate developments on regulatory policy internally.
  • Communicate major developments and associated impacts to the Sustainability & Advocacy Manager.
  • Assist Regulatory Compliance Supervisors with implementation of final oil & gas regulations.
  • Lead gap assessments and coordinate efforts to develop processes and tools to support implementation.
  • Determine when implementation is appropriate for the Compliance Supervisor to execute.

Requirements:

  • Bachelor’s degree in environmental science, environmental engineering or related field required.
  • 7-10 years of experience supporting environmental regulatory permitting and compliance in Upstream Oil and Gas.
  • Demonstrated ability to move projects through complex environmental regulatory and permitting requirements while addressing project cost and schedule implications in a dynamic and fast paced working environment.
  • Experienced implementing regulatory compliance programs and management practices for multiple media, including air, water, waste and biodiversity.
  • Experienced with the National Environmental Policy Act, Clean Water Act, Endangered Species Act and related environmental regulations.
  • Experienced preparing desktop assessments, including wetlands and waterbodies, threatened and endangered species, cultural resources, and historic contamination sites.
  • Demonstrated ability to lead and influence beyond function and communicate and engage broadly at multiple organizational levels to drive environmental objectives and improvements.
  • Organizational skills to prioritize and maintain project and permitting requirements and documentation.

Position Details:

Location: Houston, TX

Pay Rate: $100-$135 per hour

Hitch: Hybrid (3 days in office 2 remote)
