Your Specific Responsibilities

This is a highly responsible SES position reporting to the Director of the Florida Department of Health in Polk County (FDOH-Polk). The Health Practice Operations Manager develops, implements, and evaluates the clinical practice delivery model in accordance with the goals of FDOH- Polk. The position provides technical support for public health programs and services and serves as the subject matter expert for the clinical practices of the FDOH-Polk. The Health Practice Operations Manager shares in the administrative functions that directly impact clinical services and collaborates with the management team in overall planning and budget activities.

Management Functions

  • Participates in the recruitment and selection process for professional and non-professional staff.
  • Supervises direct reports, including annual performance appraisals and setting of expectations
  • Provides supervision of clinical scheduling, call and leave for non-clinical staff.
  • Provides supervision of continuing professional education, in-service training and orientation of new clinical staff.
  • Works with Human Resources to takes disciplinary action as appropriate.
  • Facilitates clinical staff meetings.
  • Reviews input from clinical staff on their ideas and concerns with the FDOH-Polk Director
  • Monitors the timely completion and approval of EARs and timesheet coding by clinical staff.
  • Information Security - Ensures clinical staff receives training and maintain confidentiality of clients and records.
  • Resolves problems related to staffing, utilization of facilities, equipment and supplies for the clinical sites.
  • Delegate authority and responsibility as appropriate.

Administrative Functions

  • Participates in FDOH- Polk policy development, strategic program planning, and objectives for practice management.
  • Participates in establishment and implementation of organizational policies and procedures. Interprets policies, objectives and operational procedures.
  • Assists in the development of grants or awards for the benefit of the FDOH-Polk and specifically medical services.
  • Assists in review of contracts related to clinical practices.
  • Participates in priority projects supporting accreditation and Public Health Ready.
  • Performs public speaking as requested to present health data and information to various community groups, organizations, government officials, the media, and other stakeholders.
  • Provides technical assistance and guidance in the development and implementation of the Community Health Improvement Plan as needed.
  • Advises on schedules of fees to be charged for professional services rendered by clinical practices.
  • Participates, in conjunction with the management team, in the overall budget planning and monitoring process; reviews the formulation and evaluation of project goals and budgets.
  • Attends designated FDOH- Polk meetings.
  • Ensures integration of clinical practices into FDOH’s overall comprehensive services.
  • Analyzes and recommends changes in organizational systems, policies and procedures and ensures their implementation.

Operational Functions

  • Ensures delivery of high quality, patient-focused health services through program implementation, monitoring of data-driven practice objectives, quality reviews and optimization of coding and billing practices.
  • Effectively manage data/information to ensure national and local targets are met. This will involve the receiving, interpretation and provision of highly complex, highly sensitive or controversial information.
  • Create, develop and compile reports to inform the Director of the clinical practice performance.
  • Lead the production of and deliver the clinical strategic plan feeding into FDOH- Polk’s strategic plan.
  • Develop and implement patient pathways to ensure that the patient has the best clinical outcomes.
  • Review capacity planning on a regular basis, ensuring continuous improvement.
  • Required to work with staff within the clinical practice and across other divisions.
  • Initiate regular reviews of services within the clinical practice for appropriate resourcing, planning, expansion or retention. Develop, monitor and deliver action plan related to the review for clinical sustainability.
  • Ensure that accurate statistical data is available to support service management and development, including presenting and providing information to senior management, clinical staff and possibly external stakeholders.
  • Support the implementation of new initiatives where possible to run effective services.
  • Respond proactively and speedily to situations where a troubleshooting approach may be needed within or across the clinical practice.
  • Develop initiatives that will promote and afford sustainability of clinical services, including identification of best practices within or without the division.
  • Ensure that issues of equality and diversity are fully considered in service provision.
  • Take leadership role in coaching and nurturing direct reports and other staff as part of succession planning.

Leadership Function

  • Provide and develop effective, visible leadership to all staff.
  • Act as a role model within clinical practices in leading the management of the clinical services.
  • Communicate effectively with staff in all services on a regular basis, ensuring good communication developing and implementing service plans.
  • Work closely with senior managers in other FDOH division and/or community partners to provide effective joint approaches to meeting the wider needs of patients.

Community Engagement

  • Engages with community partners such as Polk County Government’s Indigent Health Plan, local FQHCs, and provider residency training programs to improve access to healthcare for uninsured and underinsured Polk County residents.

Education And Development Functions

  • Continually update and maintain own self development in current knowledge of leadership, management and performance management.
  • Support the professional development of relevant staff in the clinical practices

Quality Assurance And Improvement

  • Oversee and maintain performance improvement processes for clinical services.
  • Ensure policies, procedures and protocols are developed and updated within scheduled timeframes.
  • Ensure continuous quality improvement and ensure management systems are in place for risk identification and management, incident management and clinical audit or required external audits.
  • Take the lead on specific investigations within the clinical practice using appropriate statistical methods.
  • Review results of patient satisfaction surveys and develop timely action plans where appropriate.
  • Reviews patient complaints of a clinical nature. Ensure all complaints are investigated thoroughly and responded to within agreed timeframe. Ensure appropriate timely action plans are developed where appropriate. This may include meeting with clients/stakeholder’s face to face.
  • Understand where the services within clinical practices benchmark against similar services.
  • Works as part of a team to review processes, utilization performance, analyze patient flow, productivity standards, and other performance and quality of care data to monitor clinical performance.

Other

  • Provide leadership and support to other FDOH – Polk personnel in carrying out a complex generalized public health program.
  • Performs other duties as required and assigned, including but not limited to acting in assigned role in the DOH-Polk Incident Command Structure (ICS) for local emergencies and disasters, as designated by the Incident Commander including performing epidemiological functions as necessary with the DOH-Polk epidemiology unit to assist with local disease outbreaks.

Qualifications

  • Bachelor's degree or higher from an accredited college or university, preferred.
  • Five years or more of supervisory experience.
