Senior Project Manager

Summary

The Senior Project Manager will play a crucial role in overseeing the California Connect Program’s project management functions and contracts. This position is responsible for guiding and managing project charters, budgeting, and resource planning to ensure successful project execution. The Senior Project Manager will also ensure that all contracts remain compliant with regulations and standards at all times. The ideal candidate is a strategic thinker and a proactive leader, capable of driving project success and fostering strong stakeholder relationships. This role requires a deep understanding of project management principles and a commitment to maintaining the highest levels of compliance and efficiency throughout the project lifecycle.

Essential Functions

  • Ensure full compliance with PMBOK (Project Management Body of Knowledge) standards, applying best practices and methodologies to all project management activities.
  • Lead the management and oversight of the California Connect program’s contracts, ensuring strict compliance with contractual terms and conditions while supervising their performance and quality assurance.
  • Direct communications with key stakeholders to clearly define and enforce their contractual responsibilities, fostering an environment of accountability and collaboration.
  • Establish and cultivate strong relationships with program suppliers, vendors, and subcontractors, acting as the authoritative point of contact for all contractual matters.
  • Lead the rigorous ongoing reviews and active monitoring of the program’s subcontractors to ensure that certification and expenditure requirements are met for Small Business Enterprises and Disabled Veterans Business Enterprises.
  • Maintain and oversee the documentation of program contract requirements on CSD’s compliance platform, ensuring meticulous tracking and continuous compliance.
  • Collaborate with the Vice President of Contracts and Compliance to orchestrate and analyze internal and external data, crafting detailed compliance audit reports for the California Connect Program.
  • Spearhead the management of California Connect projects by defining comprehensive project requirements, developing detailed deliverables, timelines, and tasks, and monitoring overall project progress while acting as the central liaison for stakeholder communications.
  • Lead the assembly and coordination of internal and external teams to develop and submit competitive RFP responses, ensuring strict adherence to timelines and specifications.
  • Orchestrate the planning, execution, and monitoring of projects within the California Connect programs, ensuring they meet or exceed set deadlines, budget constraints, and quality standards.
  • Prepare and deliver authoritative project status reports and presentations to management and stakeholders, offering critical updates on project milestones, budget status, and risk assessments.
  • Assist in the comprehensive planning process, which includes developing project charters, creating and managing budgets, resource planning, and drafting and reviewing various essential plans such as communication plans, schedule management plans, change management plans, project management plans, and risk management plans.
  • Collaborate with stakeholders to provide clear and consistent communication regarding project status, potential risks, and updates on a regular basis, ensuring transparency and alignment with project goals.
  • Prepare and deliver detailed presentations for committee meetings, including Field Operations (FO), Equipment Processing Center (EPC), Testing and Training (T&T), and Marketing and Outreach (MO), ensuring that all relevant information is accurately conveyed and discussed.
  • Oversee, manage, and mentor a team of project managers assigned to various contracts, including Marketing & Operations (M&O), Testing and Training (T&T), Field Operations (FO), and eventually the Equipment Processing Center (EPC) upon the initiation of the new contract, ensuring effective leadership and guidance.
  • Develop and implement key performance indicators (KPIs) and metrics for each individual contract to measure and ensure the success and compliance of all projects.
  • Provide support in managing and overseeing additional company-wide projects as needed, particularly when the CA Connect (CAC) operations stabilize and become more routine, contributing to the broader organizational goals and initiatives.

  • Proficiency in delivering public presentations and crafting reports and proposals.

Qualifications

  • Bachelor’s degree in Business Administration, Project Management or related field from an accredited college or university; or equivalent professional experience
  • Current PMP Certification (Required)
  • Minimum of five (5) years of experience with project management and leading and managing large scale complex projects (Required)
  • Must live in the State of California; Preferably in the Bay Area (Strongly Preferred, but not required) Note: Relocation Assistance is not being provided at this time
  • Minimum of three (3) years of experience working with state or governmental projects (Preferred)
  • Ability to communicate effectively using American Sign Language (Preferred)
