The Human Rights & Freedom (HRF) Senior Program Manager works closely with and reports to the McCain Institute’s HRF Director, while coordinating activities closely with others on the HRF team.


This position is based in Washington, DC, and is eligible for a hybrid work schedule.


Salary Range

$66,300 - $102,000 per year; DOE

Essential Duties

  • Provide subject-matter expertise and program management related to the McCain Institute’s efforts to protect and advance individual human rights and freedom;
  • Collaborate with other HRF team members to enhance existing programs and develop new initiatives, of varying scope, size and budget, to address human rights violations;
  • Engage with Congress, federal government agencies, and other organizations working in areas related to human rights and American foreign policy, including human trafficking and forced labor;
  • Perform research and draft compelling, relevant, accurate, and original content on human rights topics;
  • Plan and oversee public and private events hosted by the McCain Institute in furtherance of the HRF Program’s objectives;
  • Attend and actively participate in meetings, events, and hearings related to human rights and other related topics;
  • Oversee the day-to-day activities of existing and new multi-disciplinary initiatives;
  • Measure, monitor, and report work progress to ensure deliverables are produced on time and on budget;
  • Conduct research and prepare proposals for new and continued funding for the HRF Program;
  • Prepare presentations, project materials, and other communications related to the McCain Institute’s efforts to counter human rights abuses;
  • Monitor and report on relevant federal and international legislation and relevant research;
  • Actively monitor and track program budgets; and
  • Support team administrative needs.


Minimum Qualifications

Bachelor's degree in related field AND five (5) years' experience managing projects/client relationships; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.


Desired Qualifications

  • Evidence of effective communication skills;
  • Demonstrated knowledge of federal policy related to human rights and American foreign policy, including human trafficking and forced labor;
  • Ability to develop cooperative relationships with other organizations working in areas relevant to human rights;
  • Knowledge of domestic and international efforts related to human rights;
  • Experience with planning, budgeting, implementing, and evaluating projects;
  • Knowledge of project management practices, theories, and techniques; and
  • Experience in using Microsoft Office software (Word, Excel, Outlook).


Working Environment

  • Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding, and manipulating a computer mouse.
  • Visual acuity and manual dexterity associated with daily use of desktop computer; bending, stooping, reaching, and lifting up to 20 pounds.
  • Ability to communicate clearly to perform essential duties.
  • Regular activities require the ability to quickly set and change priorities which may include and/or are subject to the resolution of conflicts.
