Senior Director, Infrastructure

Under general direction of the Vice President, Enterprise Alignment and Coordination, the Senior Director, Infrastructure, provides leadership and effective implementation and oversight over Central Health's internal support services infrastructure. This key strategic leader plans and implements internal logistics to support the growing safety-net healthcare system in Travis County. The Infrastructure division includes building administration, asset management, fleet coordination, property management, and support services. Support Services anticipated include centralized receiving, inventory management, courier services, and contracted sitespecific services that may include food service, laundry, and linen service, as well as other contracted support services that serve multiple sites within the system such as photocopying, document management, hospitality, and other administrative services. A major component of this position is strategic planning and analysis of needed support services and best method for delivery whether in-house or contracted.

This position works closely with Clinical Operations, Finance, Compliance, Legal, as well as the other departments within the Infrastructure Division. These include Construction and Development and Facilities Management to support Central Health's vision of creating a national model for healthcare delivery for identified vulnerable populations in Travis County. Working collaboratively across Central Health's functional areas and departments, this position is focused on support services and administration and will remain the overall responsible leader for ongoing support services infrastructure upon completion.

The Senior Director, Infrastructure develops, negotiates, and oversees support service contracts, manages prequalified lists of contractors in key areas, which includes professional services, private consultants, and other governmental entities though interlocal agreements. This key leader understands best practices in procurement

and contract management.

Essential Functions

  • Lead the strategic planning for the Division.
  • Oversees the day-to-day operations of the Infrastructure Division including development and implementation of support services.
  • Determines objectives consistent with established goals, including management of division staff, contractors, subcontractors, facilities, and other resources of division in the performance of their duties to achieve a best-inclass level of service.
  • Monitor workflow; review and evaluate work products, methods, and procedures, produce reports and communication highlighting status to key stakeholders.
  • Oversee and facilitate project management for various large and complex programs and projects within the Division.
  • Coordinate work with other departments as well as outside entities as necessary.
  • Ensure fiscal soundness of the Division by working with others to develop, justify and administer the division’s capital and operating budgets.
  • Assist in the facilitation of continuous process improvement.
  • Select, train, and evaluate personnel; make recommendations and work with employees to correct deficiencies; when necessary, initiate personnel actions such as promotions, transfers, discharges, and disciplinary actions.
  • Negotiate, prepare, award, manage and administer contracts and agreements, as required, assuring compliance with policies and sound management practices.
  • Attends meetings and training as needed including the Central Health Board of Managers.
  • Support the Vice President, Enterprise Alignment and Coordination as needed including attending the Central
  • Health Board of Managers meetings as required.

  • Prepare and maintain a variety of correspondence, records, and comprehensive reports pertinent to division operations (i.e. scheduled and un-scheduled repairs to Department assets such as property, facilities and equipment).
  • Demonstrate effective leadership qualities, including interpersonal communication and strong emotional intelligence with capacity to build consensus and motivate and engage employees.
  • Establish and maintain collaborative, effective working relationships with those contacted in the course of work.
  • Give presentations to stakeholders, outside agencies, community groups, etc.
  • Represent the Department effectively on a variety of matters with other departments.
  • Work irregular or protracted hours and be able to respond promptly to call-backs.


Minimum Education

Bachelor's Degree

Minimum Experience

7 years of full-time administrative level experience planning and implementing new services or programs managing a similar department or division AND

5 years Healthcare or public agency experience required. Manages large teams of diverse backgrounds
