Seneca Holdings has an immediate opening for a Senior Contracts Manager supporting our Mission Services sector business activities. This role will serve as a senior member of Seneca’s Contracting, Legal and Ethics and Compliance (CLEC) organization, and will report to Seneca’s Mission Services Sector Director of Contracting.

The Senior Contracts Manager is a key member of Seneca’s CLEC team, responsible for ensuring Seneca Holdings subsidiaries within the Mission Services sector comply with federal procurement laws, effectively manage business risk, and support efficient and profitable business performance.

The Senior Contracts Manager works independently and provides contractual and procurement support to the Mission Services company presidents, program managers, and business development leadership. The Senior Contracts Manager will also be responsible for collaborating with functional counterparts across Seneca, contributing to key cross-functional projects, and developing other members of the Seneca CLEC team.

Duties and Responsibilities:

  • Mentor Mission Services sector contracting team that supports a rapidly growing federal government contracting professional services portfolio.
  • Negotiate and manage SNG’s contracting and subcontracting efforts with end clients and third parties, which may include:
    • U.S. federal government
    • Government contractors
    • Commercial, non-profit, or university partners
  • Draft documents related to SNG’s proposal, teaming, and subcontracting.
  • Serve as subject matter expert for pre-award through post-award contract management, contracting risk reviews, and business development strategy discussions.
  • Assist technical teams in negotiations, contract management, and subcontracting.
  • Review solicitations (RFPs/RFIs) to ensure compliance with requirements.
  • Resolve contracting issues in negotiation with government contracting officers and technical leadership.
  • Work with program managers to identify and manage contract terms from proposal stage to project close-out, including timely submittal of required contract reports (e.g., limitation of funds, deliverable tracking, IP reports, and government property, as applicable).
    • Federal government prime contract compliance, including NAICS, size standards, limitations on subcontracting, FAR compliance, nonmanufacturing rule, contract/task order funding, etc.
    • Subcontract management, including subcontracts, NDAs, teaming agreements, compliance with insurance requirements, task order funding, etc.
  • Maintains current knowledge of relevant contractual procedures and best practices.
  • Must maintain a service-mindset that supports growth and expansion of the business while responsibly managing risk.
  • Participates in special projects as required.

Required Skills:

  • Past experience implementing compliance processes and procedures for a federal government contractor.
  • Deep understanding of U.S. government contracting regulations and requirements, including the Federal Acquisition Regulation (FAR) and departmental / agency supplementals.
  • Strong work ethic embodied by a hands-on approach and willingness to pitch in where necessary.
  • Collaborative and “One Team” approach to engaging on business issues and problem solving.
  • Ability to weigh risks with business goals; strength in supporting informed decision-making by company leadership.
  • Comfort with ambiguity and willingness to define and implement new team structures and processes as needed to support business growth.
  • Discretion in handling of sensitive information and legal matters.
  • Experience supporting OCONUS federal government contract performance.
  • Experience with selecting, implementing and/or managing a contracts database.
  • Excellent written, verbal and interpersonal communication skills.

Minimum Qualifications:

  • 15+ years in a contracting-related role with a federal government contractor
  • Must be analytical and have above average organizational and time management skills
  • Must be able to prioritize and work independently or as a team member as needed
  • Demonstrated proficiency in the utilization of MS Office (Outlook, Word, Excel, SharePoint)
