Senior Civil Investigator with Security Clearance

Senior Civil Investigator This position requires an active Public Trust clearance or the ability to obtain a Public Trust clearance to be considered. The contractor will provide expert auditing and accounting services and complex investigative analysis in Health Care Fraud (HCF) investigations. Cases assigned vary in scope and complexity, but characteristically involve the most difficult and complex financial issues prosecuted by the USAO. Cases involve extensive problem definition, planning, and coordination with Assistant United States Attorney's (AUSA's); analyzing and auditing a large variety of accounting systems; restructuring partial or inadequate records of financial institutions, Pharmaceutical and device manufacturers, contractors, and institutional and individual health care providers; and establishing interrelationships of fact and evidence. The financial activity under investigation if often channeled through complex organizational and interrelated operational entities. The incumbent performs, analyzes, and audits for suspected fraud in complex organizational dealings. Compensation & Benefits:

  • Benefits are subject to change with or without notice. Senior Civil Investigator Responsibilities Include:
  • Conducts audits and financial investigations, typically involving one or more violators who are highly successfully, professional, or recognized community business leaders; or financial entities having substantial business operations outside the immediate locality with a large number of activities, operations, and transactions whose interrelationships are difficult to establish.
  • Handles financial accounting examination of the books, records, computer and electronic data, data processing material, and activities of government contractors or of other persons. In the absence of records, obtains detailed financial information from other sources to include interview of business associates, firm employees, and competitors. Also, reconstructs partial or inadequate records to the extent necessary for the purpose of investigation.
  • Obtains evidence through the interrogation of a large number of employees, businesspeople, and other persons throughout the area who have knowledge of operations.
  • Prepares concise and accurate audit reports, including reports involving assembling, correlating, and analyzing the facts obtained and prepares detailed charts and schedules as necessary.
  • Discusses cases with supervisor and recommends further courses of action such as closing of the case, further investigation, and institution of administrative or criminal proceedings. * i. Performs quantitative, qualitative, statistical, or other analysis of relevant facts to support the litigative mission of the USAO. * ii. Analyzes Medicare Part A, Part B, and Part D databases and Medicaid databases. Designs data techniques for fraud detection with Medicare/Medicaid databases. Develops data techniques to demonstrate and prove fraud in healthcare fraud cases.
  • Conducts conferences and interviews with members, officers, directors, and representatives of the financial institutions, health care providers, law enforcement agents of the state and city governments and other branches of the Federal government, Certified Public Accountants, and attorneys, interviews witnesses and subject matter experts.
  • Develops, coordinates, and issues technical audit guidelines and instructions for the inspection of operational and support programs and systems at the direct level. The audit of technical support services included validity of requirements, reasonable response times, reasonable costs, and effective use of services. The auditor identifies the need for changes through the review of installation-level audit reports, billing statements, invoices, correspondence or computer data and other records pertaining to the transactions, events, or allegations under investigation.
  • Assists in analysis and compilation of documents and physical evidence, and creation of charts, graphs, videos, and other audio-visual materials for use in litigation.
  • Performs other job-related duties as assigned Senior Civil Investigator Experience, Education, Skills, Abilities requested:
  • Must have a valid driver's license
  • Undergraduate degree is preferred
  • Self-motivated and ability to work independently, organize evidence and produce written reports.
  • Ability to analyze, organize and present large volumes of data through the use of common software programs (i.e., word processing, spreadsheets, Case Map®, I-Ppro®, STARs, and other programs) is preferred.
  • Possess a wide variety of skills/abilities in specialized areas such as forensic accounting, health care fraud, nursing, legal and/or law enforcement.
  • Experience in reviewing and understanding medical records and knowledge of medical billing procedures is preferred.
  • Working knowledge of current research and investigative techniques including the use of commercial databases and other sources of information.
