Senior Business Analyst (remote)

Knowledge Services is seeking a remote Business Analyst for a 3-year project in support of the State of North Dakota.  Position may work 100% remotely.

  • Role is open to remote applicants however applicants MUST HAVE prior experience in State government.

 

Business Analyst Responsibilities:

• This person will support the North Dakota Unemployment Insurance Modernization efforts.

• The project’s overall objective is to replace the existing mainframe system and other components (web portals, EDMS, etc.) with a commercially available solution built on a modern SaaS platform.
• This person will be responsible for analyzing the current UI Tax Rate process and the model including complex Excel spreadsheets with numerous tabs and extensive links to several external spreadsheets. This setup includes a series of array formulas, with much of the data sourced from our existing legacy system and subsequently imported into an Access Database.

• Proficiency in crafting complex formulas and an understanding of Access programming is essential for effectively understanding, managing, and updating this model. 

• Perform BA Services following best practice IIBA knowledge areas.
• Conduct Elicitation and Collaboration services to define and assess agency needs.
• Plan a business analysis approach for complex situations which identify and leverage the appropriate tools based on the information and purpose of the task.
• Perform requirement analysis, design, and definition services, aligning requirements to solution components and releases to best achieve change objectives.
• Consistently combine complex data from unrelated sources and understand how they impact the enterprise or organization.
• Conduct Solution Assessment and Validation Services by assessing and analyzing design documents provided by development teams to determine if business needs will be met.
• Validate scenarios and results of User Acceptance Testing, verify developer solutions meet the business requirements.
• Use active listening and discovery skills to understand the real issues and needs and build rapport.
• Fosters a collaborative approach to collect ongoing feedback and opinions with stakeholders at all levels of the organization.
• Able to engage all stakeholder and gain consensus.
• Build and use templates and tools for enabling stakeholder-focused written communication, capturing the motivation, needs and requirements of stakeholders including customer profiles.
• Able to consistently develop effective change strategies, even for complex situations, which drive adoption of tools, templates, and processes.

 

Business Analyst Required Skills:

• 5+ years of Business Analyst experience
• Experience in Unemployment Insurance Tax & Benefits preferred

• Must have Advanced proficiency in Excel (macros, pivot tables, calculations, rate formulas, etc.).
• Proficiency with Access Database programming

• Candidates selected to interview may be asked to complete or provide an Excel skills test.

• CBAP Certification preferred or will qualify to receive certification within 2 years of employment.
