Under general direction, this position manages and optimizes aspects of the City’s financial health including developing, implementing, and maintaining budgetary processes, analyzing financial data, and providing strategic recommendations to leadership to ensure fiscal responsibility across the organization.


The City of Davenport offers a comprehensive benefit package. The cost for a family plan for medical, dental, vision and prescription is only $98.61 per month for 2024 and starts on first day of employment.

Examples Of Duties
  • Lead the coordination and implementation of the annual operating budget, long-range financial plans, and associated forecasts. 
  • Collaborate with the City’s leadership to align budgetary goals with organizational objectives and performance measures.
  • Conduct analysis, including variance analysis, trend analysis, and scenario modeling, to provide actionable deliverables.
  • Interpret and translate complex data into clear, concise reports and presentations for the City’s leadership including the Mayor and City Council, and other stakeholders.
  • Collaborate with departmental leaders to understand and interpret their budgetary needs and priorities. Provide guidance on resource allocation, expenditure controls, and performance monitoring, ensuring the most efficient use of financial resources across the organization.
  • Drive operational efficiency and effectiveness, playing a key role in evaluating and enhancing financial processes, policies, and systems. 
  • Maintain awareness of Iowa’s property tax structure, routinely calculate any impacts, and provide ongoing reporting to the department’s leadership for distribution.
  • Foster strong partnerships and collaboration with cross-functional teams to support organizational initiatives and strategic objectives; serve as a trusted advisor and offer guidance and support to the organization.
  • Identify financial risks and opportunities and conduct scenario analysis to assess potential impacts to the organization; develop and recommend strategies to mitigate risks.
  • Stay current on trends, technological advancements, and finance and budget management best practices. 
  • Lead the preparation of the annual budget document and submit to the GFOA in accordance with GFOA standards.
  • Prepare and review budget amendments, make recommendations to department leadership, and implement budget modifications.
  • Coordinate the bi-annual community survey process in collaboration with the City’s vendor.
  • Prepare and issue monthly financial reports to the City’s leadership and Mayor and City Council.
  • Prepare various presentations including proposed budget presentations for review by the City Administrator, Mayor, and City Council, and other presentations as assigned.
  • May perform other duties and engage in special projects as assigned.


Qualifications

Graduation from an accredited four-year college or university with major coursework in public or business administration or a related field and at least three years of experience in municipal finance or related work. Certified Public Financial Officer (CPFO) Certification is preferred.


Must possess a valid driver's license and maintain throughout duration of employment.


Must pass a background check as prescribed by the City. 


Knowledge and Skills

Thorough knowledge of: 

The principles, practices, and techniques of the designated function.


Budgeting principles.


Applicable federal, state, and local laws, regulations, codes, and ordinances.

 

Considerable knowledge of: 

Governmental and/or municipal budgetary practices.


Forecasting and developing multi-year projections.


Microsoft Suite of products including Excel and other related financial enterprise software systems.

 

Public and business administration principles including organization, personnel, and fiscal management; and general analytical procedures.


Ability to:  

Effectively administer assigned programs.


Perform both complex and routine administrative work with speed and accuracy.


Interpret and apply established policies, procedures, and codes; plan, administer and evaluate work programs.


Interpret and analyze information; draw valid conclusions and project consequences of decisions and recommendations.


Prepare studies and reports concerning complex matters; write proposals; set priorities, meet deadlines, and make sound decisions.


Establish and maintain accurate records; maintain level of knowledge required for satisfactory job performance.


Communicate effectively. 


Establish and maintain effective working relationship with employees.


Train and evaluate assigned staff.
