SENIOR BUDGET ANALYST

Brief Description Of The Job

Performs a variety of budget and financial functions, including, but not limited to, development and administration of operational budget, gather economic and financial data, compile presentations and award submittals, support management of procurement projects, maintain and monitor revenues and expenditures and other special projects.

Organizational Relationships

Reports to Finance Director. This is a non-supervisory position and has regular contact with employees, and general public; may have contact with a variety of other city offices and organizations.

ESSENTIAL DUTIES: This is a description of the way this job is currently performed; there is potential for accommodation.

  • Assists the Finance Director and departments with the development and administration of City's operational budget; gathers and compiles budget, financial, forecast and technical information from departments, schedules meetings, compiles materials and binders for the Budget Allocation Process. Assists department heads in developing budget requests.
  • Provides reports and Power Point presentations to management on budget, projects, programs and grants. Assist with preparation of budget document for award recognition. Assists in research and gathering of economic, financial, demographic and statistical information to create and update charts, graphs and tables.
  • Maintains and monitors all revenue and expenditures related to grant and capital improvement projects. Provide documents for reimbursements to the Grant Administrator. Assist with preparing journal entries worksheets pertaining to property tax, grant reimbursements, sales tax. Audit travel and reimbursement requests by employees. Monitor and update revenue tracking spreadsheets.
  • Maintains data integrity of the financial database by carefully reviewing and reconciling budget reports with the general ledger.
  • Assists on special projects as requested including completing annual surveys from various entities and assist with the annual audit and auditors requests for information.

  • Knowledge of budgeting practices and principles
  • Ability to effectively communicate, both verbally and in writing, with co-workers, the public
  • Ability to read, analyze and interpret complex materials, budgets and related documents
  • Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products

Acceptable Experience And Training

  • Bachelor's Degree in accounting, finance, public administration or related field; MBA preferred;
  • Three (3) years of relevant experience in budgeting or government accounting.
  • Graduate work or a master’s degree can substitute for years of experience.
