QA Manager Position Description

We are seeking a QA Manager to join our team. The selected candidate will work a hybrid schedule consisting of three (3) days each week onsite in Tallahassee, FL and two (2) days each week remotely.

Summary:
We are in need of a Senior Quality Assurance Manager to assist the Office of Information Technology with infrastructure support for remediations required for systems which interface with state-wide accounting data.

Background:
As a result of the Department's efforts to re-engineer and modernize core financial systems, there are nearly 1,000 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 2026.
The computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within the department that will require remediation due to:
  • Adoption of the Florida PALM Standardized Business Process Model
  • Transition to the Florida PALM Chart of Accounts values
  • Replacement of Central, Payroll and Departmental FLAIR functionality
  • Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
  • Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the PALM System Transition (FPST) will take place over the course of three years in alignment with the Florida PALM Project scheduled timeline.

Over 120 of the computing assets are interfaces either between department financial applications or with the state accounting system. These interfaces were written on outdated technology that simply will not work with the new, more modern state accounting system.



General responsibilities include:
  • Analyze the current quality assurance practices and recommend future state practices and tools.
  • Establish quality assurance metrics.
  • Manage the definition, implementation, and integration of quality principles and quality processes into the design and development of software IT processes.
  • Perform knowledge transfer to Quality assurance staff.
  • Ensure that quality measures and procedures are executed.
  • Ensure that products, applications, and systems are following departments established quality standards and meet customer requirements.
  • Champion the application of quality principles in business and IT processes through training, meeting and team facilitation, communication programs and team building activities.
  • Research, develop, and implement testing methods and procedures to ensure that products meet the highest quality standards while integrating with the new Florida PALM solution.
  • Monitor, track, and report on defects.

Education
  • Bachelor’s degree in computer science, Information Systems, or another related field.
  • Or 2 years of experience can substitute for education.

Experience
  • 7 - 8 years of professional experience in Software Quality Assurance or another related field is required.
  • Experience in a DevOps environment is highly desired.
  • Minimum of 5 years’ experience in developing and conducting test processes for multiple types of systems, client users and/or units across an organization is required.
  • Minimum of 5 years of prior management experience, supervisory, or team leader experience is required.
  • 2 - 3 years of leadership experience with Enterprise Architecture is required.
  • 2 - 3 years of prior experience with transportation technology is highly desired.
  • Knowledge of Informatica IICS Cloud Data Integration tools and Snowflake is highly desired.
