Public Works Project Manager (HGA-BR)

The Senior Consultant is a direct-hire position working for HGA in our Baton Rouge, LA office. Highly qualified candidates will eligible to work remotely for this position.

The Public Works Project Manager will support HGA’s government clients throughout the project—from application through construction to closeout—focusing on projects such as affordable multi-family housing developments, infrastructure, and economic development initiatives. The primary responsibility involves managing projects funded by HUD Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT). Additionally, the role may require supporting other federal and state grant programs as needed.

Key Responsibilities

  • Administer and manage projects funded by HUD CDBG-DR and CDBG-MIT funds.
  • Ensure compliance with all relevant statutes, regulations, and policies, including National Objectives and HUD reporting requirements.
  • Navigate and utilize grant portals, including the Federal Integrated Disbursement and Information System (IDIS) and HUD Disaster Recovery Grant Reporting (DRGR) system.
  • Maintain adherence to cross-cutting HUD regulations, such as labor compliance, Section 3, and fair housing requirements.
  • Make well-informed, data-driven decisions that influence project outcomes.
  • Effectively communicate with a diverse range of stakeholders, including grantees, sub-grantees, federal agency representatives, and project teams.

Qualifications:Position Experience Requirements:

  • Previous public works experience.
  • Previous project management experience
  • Minimum of 3 years’ experience in managing CDBG-DR programs.
  • Demonstrated ability to ensure compliance with comprehensive HUD regulations.
  • Critical thinking skills with a strong focus on data-based decision-making.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Excellent communication skills, capable of managing relationships with various stakeholders.

Education: Bachelor’s degree in Civil Engineering, Construction Management, or related field.

Other Desired Qualifications

  • Experienced in conducting tiered environmental reviews (Tier 1 and Tier 2).
  • Skilled in performing phase 1 environmental site assessments.
  • Familiarity with the HUD Environmental Review Online System (HEROS).
  • Experience in underwriting financing transactions involving multifamily mortgage insurance, Federal Low Income Housing Tax Credits (LIHTC), and other housing finance programs.
  • Candidates within daily commuting distance of Baton Rouge are strongly preferred.
