BioPhase Solutions specializes in recruiting top talented professionals for Southern California's Scientific community. We are currently looking for a Public Sector Business Development Manager to work for a leading Orange County Biotech company.



Purpose of Position

The Public Sector Business Development Manager is a critical senior role tasked with managing the company’s state and federal government bids and contracts. The ideal candidate will have a robust network within state and federal government agencies and a deep understanding of the procurement processes and decision-making hierarchies. This role demands a strategic thinker with proven expertise in securing state and federal government contracts and awards to drive pipeline growth.


Responsibilities

  • Lead the identification and submission of bids for public sector product purchasing programs, ensuring compliance with all legal and procedural requirements.
  • Establish and maintain strong relationships with key decision-makers and stakeholders in relevant agencies.
  • Monitor public sector trends and regulatory changes to strategically align our bid submissions and sales tactics.
  • Develop and implement strategies for pipeline generation and growth within the public sector.
  • Coordinate with internal teams to gather necessary information and documents for bid submissions.
  • Provide regular updates and reports to senior management on the status of government bids and contracts.
  • Collaborate with the legal and compliance departments to understand and adhere to government procurement regulations.


Experience

  • bachelor's degree in business, Law, Public Administration, or a related field; a master's degree is preferred.
  • Minimum of 10 years of experience in public sector sales or government contract management, with a demonstrated track record of winning significant contracts.
  • Extensive network of contacts within or adjacent to state and government agencies and a deep understanding of the public procurement landscape.
  • Strong leadership skills and the ability to manage multiple projects simultaneously under tight deadlines.
  • Excellent communication, negotiation, and presentation skills.
  • Proficient in using CRM software and project management tools.
