CBHC members are the backbone of Colorado’s public behavioral health safety net, working to ensure all Coloradans have access to high-quality, locally based services tailored to the unique needs and strengths of each community. CBHC is committed to strengthening and enhancing Colorado’s community-based behavioral health safety net system through evidence-based policy analysis and advocacy. 

 

Position Overview: 

We are seeking a highly motivated, analytical and intellectually curious team player with excellent communications skills to join our public affairs team. Reporting to the Senior Director of External Affairs, the Public Policy Specialist will work closely with internal teams, external stakeholders, departments of Colorado state government, and legislators to develop and advocate for policy solutions that advance CBHC's mission and our members’ goals, and support an effective behavioral health safety net. This is a full-time position in a hybrid work environment, working both in the office and remotely. 

 

Key Responsibilities: 

  • Conduct in-depth research and analysis on policy issues relevant to the organization's mission and objectives. 
  • Stay informed about emerging trends, research findings, and innovative approaches in public policy and advocacy, community behavioral health and related issues. 
  • Monitor Colorado legislative and regulatory developments and assess their potential impact on our member organizations and the communities and individuals they serve. 
  • With the Senior Director of External Affairs and Deputy Director, participate in developing policy recommendations and strategic initiatives based on research findings, best practices, and input from subject matter experts representing CBHC member organizations. 
  • Support internal team members and external legislative consultants to advocate for adoption of key CBHC priorities and initiatives by policymakers. 
  • Prepare written materials, including talking points, fact sheets, policy briefs, testimony and presentations to communicate CBHC policy positions to internal and external audiences. 
  • Build and maintain relationships with key stakeholders, including members, advocacy groups, community leaders, government officials and subject matter experts. 
  • Represent the organization at meetings, conferences, task forces, and public forums to present our policy priorities and advocate for their implementation. 
  • Monitor and evaluate the implementation of policies and programs to assess their effectiveness and identify areas for improvement. 
  • Support the public affairs team with meeting scheduling and note-taking, legislative tracking, communications outreach and related administrative duties. 

 

Qualifications: 

  • Experience in policy analysis, advocacy, or related fields.  
  • Strong, demonstrated research and analytical skills, with the ability to collect, interpret, and synthesize data from multiple sources. 
  • Excellent written and verbal communication skills, including the ability to communicate complex ideas and concepts clearly and persuasively. 
  • Demonstrated ability to work independently and collaboratively in a fast-paced environment, managing multiple projects and deadlines simultaneously. 
  • Ability to work in a flexible, hybrid environment, including working extended hours during legislative session and other times as needed, as well as at least one weekend a year for CBHC’s annual conference.  
  • Knowledge of legislative and regulatory processes, as well as experience engaging with government officials and policymakers preferred. 
  • Experience managing social media outreach to support policy goals. 
  • Commitment to social justice, equity, and inclusion, with a passion for making a positive impact on society through policy advocacy. 
  • Bachelor’s or master’s degree in public policy, political science, health & human services, or a related field preferred. 
  • Proficiency in Microsoft Office Suite and other relevant software applications. 

 

Compensation and Benefits: 

  • Starting salary $60,000-80,000/year. 
  • This position is full-time and is eligible for paid time off, paid holidays, and paid health and retirement benefits.
