As a vital member of the Core4ce Growth Team, the Proposal Manager is primarily responsible for managing proposals in support of Core4ce’s growth goals, strategic initiatives, and service offerings. This position is a highly visible role that works closely with Executive leadership, capture professionals, and operations/delivery management and personnel. The Proposal Manager reports to the Director of Proposal Management. Duties are performed within a team environment with a focus on quality, excellence, and timeliness.

Responsibilities

  • Manage active proposal efforts. Coordinate resources and working in alignment with Capture Managers in the development and submission of compliant proposals.
  • Lead and manage proposal development for Pre-Proposal Phase through Post Submission/Evaluation Phase for written, video, orals, and/or demonstration proposals.
  • Lead and manage the overall proposal development process from Pre-Proposal Phase through Evaluation Phase
  • Lead and/or support proposals in multiple roles
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
  • Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions
  • Writing or enhancing proposal content, to include but not limited to management approaches, transition plans, past performance citations, resumes, and quality plans.
  • Editing content written by others.
  • Responsible for compliance with solicitation.
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
  • Develop compliant templates, draft outlines, develop compliance documents and reviews, and perform technical editing if necessary.
  • Responsible for ensuring the on-time preparation of all materials for color reviews in accordance with Core4ce proposal processes, procedures, and expectations.
  • Facilitate reviews and tech sessions (e.g., Black Hat, Blue, Pink, Red Team, Storyboards) and make ongoing recommendations to ensure compliance and increase proposal scorability.
  • Facilitate and participate in collaborative sessions to define and refine win strategy, competitive assessments, and customer pain points or hot buttons.
  • Ensure development and distribution of appropriate proposal-related documentation, including compliance matrices, adherence to style guides, annotated outlines, proposal schedules, writing guidance, and kick-off presentations.
  • Oversee development of high quality, high impact artwork and graphics for proposals
  • Collaborate with executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal leadership, support, and overall direction
  • Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission
  • Establish and maintain communications among geographically dispersed proposal teams, including subcontractors, using collaborative tools such as SharePoint, Teams, and other applications as necessary.
  • Manage multiple proposal tasks with, at times, rapid turnaround deadlines
  • Support other business development professionals (e.g., editorial support, volume management, review participation) when necessary as part of an “all in” team approach to capture and proposal organization
  • Support other Proposal Operations activities (e.g., content databases, SharePoint library management) as needed.

Requirements

  • 6+ years’ experience managing multi-volume proposals that have resulted in Federal prime-contract awards with values in excess of $50M.
  • Successful experience leading proposals for Full and Open Solicitations.
  • Must work well under pressure and meet deadlines.
  • Strong business acumen, with willingness and ability to learn additional technology tools and skills.
  • Excellent organizational and time management skills.
  • Excellent verbal and written communication skills.
  • Ability to prioritize and manage a number of projects simultaneously; able to be hands-on as well as strategic.
  • Must exhibit a positive attitude, professional behavior, and cooperative demeanor.
  • Communicate effectively with both senior executives and all ranges of proposal team members and contributors, as well as teaming partners.
  • Strategic thinker with the ability to make the complex simple.
  • Strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates and executive management.
  • Experience with Microsoft SharePoint Administration
  • Exceptional skills in Microsoft Word.
  • Experience with Desktop Publishing
  • ~10% travel possible
  • Remote position

Desired Skills

  • Bachelor's Degree
  • Experience with leading and supporting complex proposals in the DoD, Federal Civilian, and Intelligence Community sectors.
  • Experience leading oral proposal presentation development.
  • Clearance eligibility is strongly preferred.
