Description

The contractor will provide support for the modernization, implementation, and utilization of Service Management tools throughout the VA Enterprise from the Infrastructure Operations, Enterprise Service Management center of excellence. The term Service Management Tools collectively refers to ServiceNow, as the primary tool for business process automation and, at the maximum benefit to the Government, any existing service management tools requiring modernization but not suited for automation via ServiceNow. The scope includes the people, processes, and tools required to provide a healthy, reliable, scalable, interoperable, and adoptable Service Management solution inclusive of Platform and Software Configuration, Design and Development, Testing, Integration, Modernization, Expansion, Customization, Implementation, Provisioning, Auditing, Administration, Release Management, Code Reviews and Operations & Maintenance Support services.

The structure of traditional project management is applied within a hybrid (agile and waterfall) environment, as appropriate for individual projects.

Responsibilities

Develop metrics to determine the status of planning, tracking, and oversight activities.

Identify Project risks and recommend mitigation strategies.

Report project progress and deliverables to the Enterprise Service Management (ESM) using prescribed project management practices within the ServiceNow PPM module.

Ensure objectives of the projects are achieved according to Project Requirements and Scope. The scope of projects could include infrastructure projects, application-specific IT projects, integration projects, administrative projects, telecommunications projects, security projects, and process improvement projects.

Conduct formal project reviews with project sponsor at project completion and review all project products to confirm acceptance and satisfaction.

Develop Project Schedules that include deliverables and timing of their delivery. Ensure that risks associated with the cost, resource, schedule, and technical aspects of the project are identified, assessed, documented, tracked, and mitigated.

Maintain a collaborative environment with Product Line Managers and key stakeholders(s).

Participate in the development of project standards, procedures, and quality objectives. The Contractor shall utilize industry and established project standards, procedures, and quality objectives without requiring assistance from others.

Identify artifacts needed to establish and maintain control of the project. Create and utilize those artifacts mandated by VA and ESM standards.

Communicate assigned responsibilities to project members for developing artifacts and performing project activities.

Review project management activities with Senior Management on a periodic basis.

Prepare daily, weekly, monthly, and ad hoc reports on an as needed basis for the ESM PMO lead and leadership.

Provide Project updates as needed for each Sprint. Prepare charts, graphs, and metrics reports on an ad-hoc basis for the specific project.

Maintain plans, track activities to the Project management plan, and communicate status, utilizing the latest ESM PPM.

Perform gap analysis between current and future service and/or process models based on established baselines.
