About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

What you will do at Harris County Flood Control District:

Harris County Flood Control District (District) is seeking qualified candidates for the role of Project Communications Lead.

Reporting to the Communications Division Director, the Project Communications Lead will be responsible for developing and implementing the District's external communication strategies and initiatives in support of its overall mission. This position will also manage a team of communications specialists, including in-house and external consultant support.

Essential Duties and Responsibilities:

  • Collaborate with the District's division team members to provide adequate project communications support on project-specific designs and website updates.
  • Manage and oversee the communications project team to stay apprised of project timelines, issues, and communications needs.
  • Provide strategic counsel and conduct regular briefings with the Communications Division Director on communications initiatives, updates, and issues/challenges.
  • Develop, update, and oversee communication efforts regarding District projects, activities and initiatives.
  • Coordinate and attend community engagement/ outreach events.
  • Manage the budget for the Project Communications department.
  • Work closely with the Communications Division Director and External Communications Lead to design and promote a positive narrative for the District with external audiences and stakeholders.
  • Assist with updates to standard external communication procedures and public engagement plans for implementation before, during and after flood events.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements

Education:

  • Bachelor’s degree from an accredited four-year college or university in communications, journalism, public relations, or a related field


Experience:

  • Eight (8) years’ experience in communications, public relations, journalism, or a related field
  • Supervisory or managerial experience


Licensure:

  • Valid Class "C" Texas Driver’s License


Knowledge Skills, and Abilities:

  • Excellent verbal and written communication skills.
  • Excellent organizational and creative skills.
  • Expertise in translating complicated concepts into clear and concise written materials.
  • Experience with the development and execution of strategic communications and community outreach plans.
  • Ability to prioritize and manage multiple projects and/or assignments.
  • Excellent knowledge of Microsoft Office applications.
  • Knowledge of communication practices and techniques.
  • Ability to manage and supervise an office team.

Experience:

  • Strong background in writing and content development (preferred)
