PURPOSE AND NEED  

Environmental Incentives, LLC (EI) is seeking to hire a Program Manager (PM) for the anticipated five-year Global Health Risk and Capacity (GHRC) Mechanism funded by United States Agency for International Development (USAID) through the Global Health Bureau. The primary objective of the mechanism is to provide partners and Missions with the support they need for success in working directly with local organizations across USAID/Global Health's portfolio, building on the successes and lessons learned from U.S. President's Emergency Plan for AIDS Relief's (PEPFAR's) local partner transition as well as other localization efforts across the Agency. The mechanism will support identifying, treating, and mitigating risks; provide effective and individualized capacity development support for programmatic and operational excellence; improve monitoring, evaluation, and learning (MEL); and improve Missions' ability to provide oversight and manage local partners.

The GHRC PM will play a critical support role in a four-person project management team, problem-solving as needed and providing day-to-day backstopping of core and buy-in budgets, consultants, subcontractors, and project reporting.

The GHRC PM will be responsible for managing administrative, contractual, financial, and logistical aspects of the project. The candidate will possess knowledge, skills, abilities, and experience to independently carry out tasks with high quality and exceptional service, using sound judgment and leveraging the guidance of the Director of Operations and Finance, Senior Program Manager, Project Director, and EI's Operations team as needed. The PM will provide administrative and compliance backstopping to ensure adequate communications between the operations team, subcontractors, USAID Missions, and in-country personnel, and provide support to buy-ins, including ensuring compliance and quality of deliverables and smooth start-up, implementation, and closeout efforts.

The candidate will also engage with EI's Program Management Unit Service Line to increase the effectiveness of GHRC by drawing on company knowledge and resources, disseminate company best practices, policies, tools, and processes within GHRC. Further, the candidate will engage in company-level processes, such as corporate reporting and forecasting, annual strategic planning, and operations decision-making and support.

RESPONSIBILITIES

  • Serve as an operations member of the GHRC team to support efficient and compliant implementation of all contractual, operational, and financial aspects of the GHRC TO.
  • Assist with overall management and lead specific components of contractual, operations, and financial aspects of GHRC.
  • Support with financial elements of GHRC, including accuracy of invoices and project forecasting and preparing and presenting comprehensive financial and administrative reports and correspondence.
  • Participate in the formatting and editing of deliverables, ensuring USG branding and high-quality visuals are incorporated.
  • Collaborate with the operations team and Portfolio Managers to implement the project compliantly, at high-quality, and with exceptional service.  
  • Develop and manage trackers for planning and monitoring upcoming tasks, responsibilities, and milestones for project design, startup, implementation, evaluation, and closeout.   
  • Support all aspects of recruiting and onboarding, including coordinating new staff orientation and contracting consultants. 
  • Manage all subcontract and consultant negotiations and ongoing management. 
  • Ensure quality of financial elements of project, ranging from accuracy of invoices to soundness of project forecasting. 
  • Plan, prepare, and communicate schedules and progress records of projects' activities and expenditures, and assist others in establishing project schedules and milestones.
  • Work with other EI teams, clients, subcontractors, and independent consultants on the implementation of complex project tasks, programming, and other activities for assigned projects.
  • Support with project procurements, consistent with contract requirements and technical specifications. 
  • Support with preparation of client approval requests. 
  • Manage systems that ensure effective management of subcontractor activities and funds. 
  • Support GHRC senior management team in planning, facilitating, and following up on team meetings, both remote and in-person.  
  • Work with other EI teams, clients, subcontractors, and independent consultants as needed for implementation of complex project tasks, programming, and other activities. 
  • Support with rolling out project deliverables such as work plans, monthly meetings, yearly retreats, annual reports, synthesis of findings, etc. 
  • Assist in research, knowledge management, data management, and work process management in the development of client products. 

QUALIFICATIONS 

Minimum Qualifications  

  • Bachelor's degree and five years of relevant experience or Master's degree and three years relevant experience or equivalent combination of education and experience. 
  • Demonstrated project management experience on USG-funded international development projects.
  • Experience budgeting, analysis, cost estimating, and tracking for large international development projects.
  • Demonstrated experience in multitasking, meeting urgent deadlines, and adapting to changing priorities.
  • Experience working in multi-cultural environments and building effective working relationships with clients and colleagues, including managing above as well as below.

Preferred Qualifications  

  • Demonstrated experience supporting PEPFAR-funded projects.  
  • Experience with program management of buy-in mechanisms.
  • Experience in staff recruitment.
  • Professional proficiency in Spanish, French, or other languages.
  • Experience with USG procurement regulations, practices, and documentation.
  • Experience facilitating project startup and/or closeout processes for USAID-funded projects. 
  • Experience supporting the development of project management processes and helping teams to adopt them.  
  • Experience and knowledge of FAR, USAID ADS, AIDAR and business practices.
  • Experience providing technical input to products and initiatives as a member of a team and facilitating the development of work products and initiatives across large, diverse teams.  

Knowledge, Skills, and Abilities

  • Ability to solve technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Strong budgeting and financial management skills.
  • Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.  
  • Strong process management skills and ability to produce quality products as scheduled.  
  • Highly organized with excellent verbal and written communication skills, as well as strong facilitation and copy-editing skills.  
  • Advanced to expert knowledge of MS Office suite (particularly MS Word, Teams, PowerPoint, and Excel) and Google Suite (Gmail, Calendar Google Drive/File Stream, Sheets, Docs).

  • Legally authorized to work in the United States with no restrictions.  
  • Criminal background check required.  

BASE STATION

This opportunity is a full-time position. The preferred location for this role is Washington, D.C.; however, exceptional remote candidates will be considered. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.  

COMPENSATION AND BENEFITS 

The starting salary range for this position is $71,000-$85,000 per year.
