Nakupuna Services is seeking a Procurement Analyst to join our team of talented consultants providing professional services to the OUSD(R&E) Business Operations Directorate. The ideal candidate should be familiar with military customs and courtesies, have strong oral and written communication skills, have deep understanding of the government acquisition process, and knowledge of OSD structures, programs, and initiatives. This role requires a strong analytical mindset, attention to detail, and the ability to collaborate with cross-functional teams.
Responsibilities

Advise the OUSD(R&E) Business Operations Directorate during the:
requirement planning phase,
requirement package development,
production of reports and data, and
development and maintenance of business rules.
Serve as an administrative advisor to management, program mangers/officials, contracting officers and other personnel on matters pertaining to improving efficiencies and effectiveness of processes and achieving successful acquisition strategies.
Support the development and documentation of various types of requirements and other information in support of OUSD(R&E).
Develop, review, and account for the applicable documentation required to execute the acquisition projects.
Perform market research for new OUSD(R&E) task order requirements.
Apply acquisition knowledge and experience to Mission Partner and provide assistance, guidance, and support with the timely submission of requirement packages.
Liaise with applicable OUSD(R&E) requirement stakeholders to maintain accurate forecast and accountability of upcoming requirements.
Provide feedback to customers and keeps abreast of changing environments and potential shifts in emphasis or other program changes.
Manage acquisitions and requirements through the organization’s management tool or management system. Manage, schedule, train, assign, report, and track (e.g. Dashboards, Integrated Master Schedules, Calendar Invites, etc.) the organization’s acquisition packages using the applicable organizational operating instructions, training and instructions.
Support the OUSD(R&E) Contracts Manager in the implementation of processes related to DoD Instructions (DoDI) 74 and 5000.72 .
Develop and maintain business rules for Service Requirement Review Boards and Independent Management Reviews.
Assist in facilitating task order audit-associated documentation.
Qualifications
Education and Experience:
This position requires a Bachelor’s degree from an accredited institution and 5+ years of relevant professional experience in Federal acquisitions.
Clearance Requirements: This position requires an active Secret security clearance. Must be a U.S. Citizen.
Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

Ability to sit for prolonged periods at a desk and working on a computer.
