Key Responsibilities
Source and Procure: Find and secure specialized goods and services.
Contract Management: Own the contractual relationship with suppliers, from proposal to execution.
Collaboration: Work closely with legal, contracts, engineering, quality, supplier development, planning, operations, programs, and end-users.
Develop Specifications: Create subcontract specifications, work statements, and terms and conditions for specialized materials, equipment, and services.
Bid Management: Prepare bid packages, conduct bidder conferences, analyze proposals, negotiate subcontract provisions, select subcontractors, write awards, and manage resulting subcontracts.
Contract Negotiation: Maintain, negotiate, and coordinate changes to subcontracts.
Internal Agreements: Initiate, review, negotiate, and coordinate approvals for internal agreements such as Terms and Conditions, NDAs, Teaming Agreements, Licensing Agreements, etc.
Quality and Reliability: Evaluate and monitor supplier quality and reliability, ensuring they can support delivery schedules.
Cost Reduction and Efficiency: Identify strategies to reduce costs, improve efficiency, and manage risk through targeted negotiations.
Performance Management: Manage subcontract performance, ensuring compliance with regulations and policies.
Documentation: Ensure proper documentation is provided for accounts payable, logistics, and warehouse teams.
Supplier Management: Develop and manage strategic/key suppliers.
Continuous Improvement: Utilize Lean Six Sigma and other process tools to drive quality and efficiency improvements.
Qualifications
Education: Bachelor's degree and 6 years of experience in Supply Chain, Purchasing/Procurement, Operations, Business, or related field; OR 4 years of experience with a Master's degree.
Skills: Proficiency with Microsoft Office and experience with subcontracts, procurement, and/or contracts.
Preferred: Ability to obtain DoD Secret Clearance, experience with SAP or related business applications, and familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
