Under limited supervision, the Preconstruction Manager is responsible to coordinate all aspects of design build and hard bid technical proposal assembly prior to award, followed by buying subcontracts for construction while working closely with the project manager and/or construction manager utilizing the buyout process as a project specific knowledge transfer vehicle. The Preconstruction Manager will also provide cost control support and guidance after award. Close coordination and communication with sales, estimating, construction, engineering, and senior management is essential in fulfilling this role.

Requirements

  • Normally requires a 4-year degree in Construction Engineering, Construction Management, Construction Estimating or similar and 4-10 years of experience in commercial/industrial construction OR 10+ years equivalent education and experience
  • Strong written and verbal communication skills are mandatory
  • Experience with multitasking and delegating tasks
  • Experience leading bids / proposals in value from $5 Million to $200 Million+ is desired
  • Experience with the conceptual phase of proposal assembly is required
  • Strong Microsoft Excel skills including compound formulas, linking sheets and workbooks, vertical look ups, horizontal look ups, circular reference calculations, concatenate function, etc. are necessary
  • Strong web based computer skills required
  • Strong understanding of construction processes including on site experience
  • Strong presentation skills within the organization and to individuals outside of the organization

  • Working closely with the sales team, lead a team of engineers, designers, constructors and executives through the technical proposal / bidding process including internal reviews and owner presentations
  • Read, interpret, and provide technical (non-marketing) response to requests for proposals including assembling documents to fulfill necessary requirements
  • Read, understand, and communicate drawings and specifications requirements to ensure complete scope coverage
  • Attend pre-bid walkthroughs
  • Write overall project summary for delegation of tasks to team members
  • Write scopes of work for all CSI divisions / bid packages based on review of project documents
  • Fill in scope gaps conceptually based on prior experiences
  • Utilize online bidding tools to solicit subcontractor bids
  • Assemble comparison spread sheets for subcontractor bid evaluation
  • Compose the technical section of proposal including a Basis of Estimate, clarifications, exclusions, bonding, insurances, construction execution approach, etc.
  • Generate Value Engineering ideas to maximize cost position and profitability
  • Working with construction staffing, build general conditions estimates to execute the project in the field and assemble project schedules utilizing standard construction scheduling software
  • Read, understand, and apply terms and conditions of both an owner’s contract and subcontracts and make recommendations for revisions
  • Negotiate subcontracts for scope, cost, and schedule and ensure compliance with internal terms and conditions
  • Write bid tabulations and present to Project Management for approval
  • Write subcontract agreements including the coordination of site specific requirements
  • Distribute drawing package updates for pricing by subcontractors
  • Assemble change order pricing utilizing subcontractors and/or internal estimating staff

The hiring/salary range for this position in California is $90,000 - $136,000 per year. Please note that this is a just a suggested framework and salaries could fall outside of this. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills, and experience amongst other factors.
