New York State Homes and Community Renewal (HCR) is the State's affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.

Organization Summary

In October 2022, New York State Governor Kathy Hochul announced the creation of the permanent Office of Resilient Homes and Communities (RHC), which assumed the Governor’s Office of Storm Recovery’s (GOSR) portfolio. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee, utilizing approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program. RHC now serves as the lead principal office responsible for the administration of this CDBG-DR award as well as a more recent CDBG-DR allocation to address recovery from the remnants of Hurricane Ida in 2021. RHC operates within the New York State Housing Trust Fund Corporation (HTFC). HTFC is a component of the New York State Homes and Community Renewal (HCR), a unified leadership platform encompassing a variety of New York State agencies and public benefit corporations involved in the provision of housing and community renewal.

JobSummary

As a part of the RHC Policy team, the Policy Analyst will play a critical role in developing and advancing RHC’s work by supporting the organization with research, analysis and guidance on the rules and regulations of the CDBG-DR program to create effective and compliant policies and procedures for RHC’s programs and identify alternative approaches to compliance if needed. The analyst will additionally assist with work connected to RHC’s grantee relationship with HUD, including preparing the organization for routine HUD monitoring visits, submission of Action Plan Amendments for HUD approval, resolving audit and monitoring findings and requesting technical assistance. Additional job duties may include research and analysis relating to other federal or state programs or grantees to advance RHC’s work and occasional support for other RHC and HCR teams, such as application and funding source reviews.

Responsibilities Include But Are Not Limited To

  • Create, edit and maintain policy and program documents, including Policy and Procedures Manuals, guidance documents, and Action Plan amendments.
  • Analyze existing policies and develop solutions that will support effective and compliant implementation models for the organization’s programs
  • Organize meetings and maintain meeting minutes and policy decisions.
  • Analyze and research existing policy and regulations to support the Policy Team and help determine compliance risk.
  • Document lessons learned and best practices.
  • Coordinate technical-assistance projects involving cross-functional teams.
  • Help RHC’s programs prepare for HUD visits and be point of contact during HUD visits.
  • Support management in briefing the officials on storm recovery updates.
  • Design and deliver presentations at meetings and actively participate in work groups and advisory teams as needed.
  • Build and maintain meaningful working relationships with internal departments and outside entities, including those working in related government agencies, and funding institutions.
  • Other administrative support to team where requested.

A Civil Service exam is not required for this position. Candidates must meet the minimum qualifications outlined below to be considered.

Qualifications

  • A bachelor's degree with at least 3-5 years of relevant experience
  • Familiarity with the rules and requirements of the CDBG-DR program is preferred
  • Knowledge of public policy in the areas such as disaster recovery, infrastructure, housing, economic development, and/or resiliency is preferred
  • Experience distilling complex rules and requirements into brief, clear written descriptions such as memos, policies, etc.
  • Excellent writing, editing, and presentation development skills
  • Ability to work collaboratively with program and supporting services staff
  • Ability to research policies, procedures, and regulations
  • Must be organized and concerned about details
  • Ability to think creatively
  • Ability to manage multiple projects in a fast-paced environment
  • Strong research and analytic skills
  • Strong computer skills: Internet-research experience and knowledge of Word, Excel, and PowerPoint
  • Willingness and ability to travel within New York City, as well as occasionally nationwide for work-related conferences
  • Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
