About This Position

The City of Phoenix Public Transit Department (PTD) provides local buses, commuter buses, neighborhood and business circulators, Dial-a-Ride, and alternative transportation services by contracting with private companies that manage the day-to-day operations. PTD also provides planning, scheduling, and financial management support to the transit programs.

The PTD is currently seeking to fill the Planner III position under the Service Planning Section to support the City´s Transportation 2050 Program by maintaining, improving, and expanding the Department´s transit network that operates under the name Valley Metro.

The position is responsible for conducting transit service planning and scheduling for the bus routes contracted by PTD; assisting with service scheduling, transit data collection, and analysis functions; working with other municipalities/agencies and transit operators on regional transit service; analyzing route productivity and efficiency as a measure of transit performance; conducting studies for future transit service needs; preparing studies for transit service modifications; and coordinating service planning and scheduling with other Public Transit Department divisions.

IDEAL CANDIDATE

  • Proficient in Microsoft Office (Access, Excel, PowerPoint, Outlook, Word).
  • Graphic and analytical skills.
  • Excellent oral and written communication skills.
  • Ability to organize, prioritize, and present information.
  • Ability to perform basic data analysis and spatial analysis, including proficiency in GIS.
  • Extensive knowledge in public transit planning and/or scheduling.
  • Knowledge of local, State or federal requirements, with an emphasis on Federal Transit Administration (FTA) regulations.


SALARY

Pay Range: $76,627.20 to $118,872.00 annually.

Hiring Range: $76,627.20 to $102,668.80 annually.

Minimum Qualifications

  • Five years of experience in urban planning, including three years at the level of Planner II.
  • And a Bachelor's degree in urban or city planning, landscape architecture, engineering, architecture, political science, a related field, or a field related the specialty area.
  • Other combinations of experience and education that meet the minimum requirements may be substituted .

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Experience in/with:
    • Planning with a focus on development project management, current planning activities, or long-range planning.
    • Leading community engagement with a focus on equity in processes and outcomes.
    • Developing new procedures and policies to improve customer service.
    • Supervising Planners and managing projects and workload.
    • Analyzing population, economic, and assessment surveys and datasets.
    • Developing bus schedules using vehicle schedules, crew schedules, and roster set modules in transit scheduling software (HASTUS or similar).
    • Transit planning.
    • Managing large databases and performing complex data analysis.
    • Transit service Title VI analysis.
