Base pay range

$57,844.80 - $61,006.40 Annually - Depending on Qualifications: FT + employer paid benefits package (Medical, dental, vision, life, vacation leave, sick leave, retirement, paid holidays)

SUMMARY: Assists and coordinates with staff regarding the review of development related applications, creates ordinance amendments to the Comprehensive Plan, Land Development code and code of Ordinances and processes Board of Adjustment applications.

  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the city in a professional, dignified manner at all times both in actions and appearance.
  • Contributes to the development and accomplishment of home team work-plans.
  • Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations and statutes.
  • Demonstrate competent knowledge of all divisional Key Functions and their associated processes.
  • Primarily evaluates, prepares, and processes amendments to the City’s Comprehensive Plan, Land Development Code (LDC), and Code of Ordinances in a manner consistent with applicable local, state, and federal laws.
  • Confers with Developers, Engineers, Architects, Landscape Architects, Surveyors, and members of the public on applications related to the Planning Division.
  • Attends and/or provides staffing support as necessary for the following types of public meetings: City Council, Local Planning Agency (LPA), Board of Adjustment (BOA), Town Center Community Redevelopment Area (CRA) Advisory Committee, and the Harbor Community Redevelopment Area (CRA) Advisory Committees.
  • Reviews Minor Development Orders, Minor Subdivision applications, Minor Deviations to a Development Order, Simple Deviations to a Development Order, Minor Replats, and Lot Split applications.
  • Performs inspections of ongoing construction work to ensure compliance with the Comprehensive Plan and Land Development Code (LDC) prior to the issuance of a Certificate of Occupancy or Certificate of Completion.
  • Point of contact for walk-ins and phone calls regarding technical planning issues/questions.
  • Point of contact for the review and approval of all building and sign permit applications.
  • Reviews Business Tax Receipt applications for Land Development Code (LDC) compliance.
  • Point of contact for preparing the Coastal Construction Control Line (CCCL) approval letter for the Florida Department of Environmental Protection (FDEP).
  • Reviews and processes variances, conditional uses, exceptions, and administrative appeal applications.
  • Assists with the addressing system, including maintenance of revisions and issuing new addresses.
  • Assists in the Comprehensive Plan annual reports and research.
  • Assists in departmental research and technical report preparation.
  • Performs special projects and other duties as assigned.
  • Must demonstrate commitment to Team Destin and our mission, vision, values, and goals.
  • Contributes to the development and accomplishments of the Planning Division and Community Development Home Team.

SUPERVISORY RESPONSIBILITIES: Supervision of other city employees is not required of this position.

Qualifications

Education and Experience: Bachelor’s Degree in municipal urban planning or related degree, or four (4) years of work experience involving municipal urban planning/land development responsibilities.

Knowledge, Skills And Abilities

  • Knowledge of current land development practices, zoning and subdivision principles, site plan review and environmental planning (FEMA – National Flood Insurance Program).
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and/or accounting purposes.
  • Skill in using highly technical computer applications, such as GIS or CAD.
  • Ability to communicate and organize effectively.
  • Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to communicate with people from all walks of life in a clear and professional manner; maintain constructive working relationships; to convey or exchange information, and to maintain constructive exchanges with individuals that may be upset and/or emotional.
  • Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
  • Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to learn and understand subject matter principles and techniques.
  • Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks.
  • Ability to acquire and expound on knowledge of topics related to primary occupation.
  • Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
  • Ability to inspect items for proper length, width and shape.
  • Ability to differentiate colors and shades of color.
  • Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
  • Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.

PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be physically able to operate a variety of essential job related machines and office equipment. Must be able to move or carry essential job related objects or materials.
