Operations Research Analyst

Summary:

We are looking for an Operations Research Analyst to support the Master Resilience Training Program in support of the Directorate of Prevention, Resilience, and Readiness (DPRR) programs.

Responsibilities

Essential Job Functions:

  • Collect, clean, and preprocess data from various sources, including databases, spreadsheets, and external datasets, ensuring data accuracy and integrity.
  • Analyze large datasets using statistical and data analysis techniques to identify trends, patterns, and insights relevant to operational performance and business objectives.
  • Develop and implement data-driven models, algorithms, and methodologies to support operational decision-making and process optimization.
  • Conduct operations research and quantitative analysis to evaluate the effectiveness and efficiency of existing business processes and recommend improvements.
  • Generate reports, dashboards, and visualizations to communicate findings and insights to stakeholders, including senior management, department heads, and cross-functional teams.
  • Collaborate with internal teams, including operations, finance, marketing, and IT, to gather data requirements, define key performance indicators (KPIs), and design data analysis solutions.
  • Provide analytical support for strategic planning, resource allocation, and performance monitoring, leveraging data analysis to identify opportunities for cost savings, revenue growth, and process improvement.
  • Stay current on developments in operations research, data analytics, and industry trends, and apply new methodologies and techniques to enhance analytical capabilities.
  • Develop and maintain documentation, standards, and best practices for data analysis and reporting processes.
  • Provide training and support to team members and stakeholders on data analysis tools, techniques, and best practices

Qualifications

Necessary Skills and Knowledge:

  • Proficiency in statistics and statistical analysis packages software such as SPSS, R, SAS, and DOD Approved survey administration software (such as Qualtrics).
  • Strong analytical and problem-solving skills, with the ability to think critically, analyze complex data sets, and draw meaningful insights.
  • Excellent communication and interpersonal skills, with the ability to communicate technical concepts and analytical findings to non-technical stakeholders.
  • Possess a thorough knowledge of the Army organizational structure, mission objectives, function, procedures, regulations, and policy pertaining to the Department of the Army.
  • Shall speak, read, and comprehend English to the extent that they can read and understand printed regulations, written orders, operating procedures, training instructions and materials, and perform the duties assigned.
  • Must have a professional appearance that is appropriate for their position and adhere to facility dress codes. Contractor employees shall conduct themselves in a professional, efficient, and courteous manner.
  • Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines.

Minimum Qualifications:

  • Bachelor’s degree in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
  • Experience in creating and analyzing pre and post event surveys, creating and delivering briefs of survey data, summarizing and thematically chunking open ended comment data.
  • Experience with all Microsoft Office Products, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint.
  • Ability to pass a National Agency Check with Inquiries (NACI) (Tier 1) background investigation.
  • Must be a US citizen

Preferred Qualifications:

  • Experience with operations research methodologies, optimization techniques, and decision analysis is a plus.
  • Knowledge of database management systems (SQL, MySQL, Oracle) and data warehousing concepts is preferred.

The salary range for this position is $88,786 - $105,786 annually
