POSITION SUMMARY: The Network Analyst II is responsible for advanced network tasks involving the deployment and ongoing support of essential network infrastructure systems. This role manages activities related to local area networks (LAN), wide area networks (WAN), Internet and intranet systems, and other data networks. Responsibilities include planning, designing, and integrating data telecommunications networks; designing, installing, and monitoring networks; evaluating and optimizing existing hardware and software; developing policies and procedures; preparing budget recommendations; and assessing potential network improvements. The Network Analyst II ensures reliable and comprehensive network support for internal administrative systems and networks that facilitate 9-1-1 call delivery. This includes tasks such as designing, configuring, troubleshooting, and maintaining local and wide area networks, including routers, switches, gateways, and application servers. Availability for 24/7 support of Public Safety Answering Points (PSAPs) and problem resolution for 9-1-1 systems and critical district services is required.


ESSENTIAL JOB FUNCTIONS:

  • Perform network administration tasks, including installing and configuring network infrastructure, integrating network devices into monitoring and security platforms, and implementing maintenance processes to ensure network stability and performance.
  • Develop, implement, and follow change management practices to document work, including the creation, submission, review, and periodic representation of complex changes in weekly change management meetings, meeting organizational requirements.
  • Develop policies and procedures to maintain the integrity of local and wide area network environments.
  • Lead and conduct major studies on system usage, make improvement recommendations, and determine network system requirements.
  • Perform tuning and capacity planning activities to optimize network performance.
  • Assist in developing project plans, including timelines, for scheduled refresh and network version upgrades of existing systems.
  • Document network information, including drawings, IP addresses, circuits, network device configurations, inventory, changes, and outage information.
  • Analyze and define agency disaster recovery responsibilities and procedures.
  • Review network system plans for completeness and accuracy and plan and schedule network studies and system implementations.
  • Be available 24/7 by phone, electronically, or in person for 9-1-1 network trouble resolution.
  • Review network availability and performance reports, determine necessary changes and adjustments, and implement remedial measures.
  • Monitor, analyze, and resolve technical issues for established networks.
  • Troubleshoot, resolve, and document network production problems.
  • Determine operational, technical, and support requirements for the location, installation, operation, and maintenance of the administrative or 9-1-1 Network and supporting technologies.
  • Support district objectives in the design, planning, installation, maintenance, tuning, and documentation of secure administrative network facilities.
  • Monitor and define overall security requirements for the enterprise network.
  • Coordinate with staff and manage external contractors and vendors.
  • Perform related work as assigned.


MINIMUM QUALIFICATIONS

Knowledge and Skills:

  • Proficiency in using network monitoring tools like Syslog and Trap Viewer, SolarWinds Network Performance Monitor, and NetFlow Traffic Analyzer.
  • Ability to use network testing tools such as Wireshark, Putty, nPing, iPerf, and SolarWinds Network Configuration Manager.
  • Understanding and implementation of LAN/WAN networks.
  • Experience with Cisco platforms such as Cisco Catalyst Switches, Cisco ASR, and ISR Routers.
  • Proven ability to plan, organize, and manage resources to achieve specific project goals and objectives.
  • Ability to read, understand, and follow technical diagrams.
  • Strong problem-solving skills.
  • Capability to recognize, analyze, and resolve network problems, communicate effectively, and supervise others.
  • Project management skills for network-related projects.
  • Ability to work cooperatively with PSAP personnel and operations team members to achieve common goals.
  • Competence in handling multiple tasks simultaneously.
  • Proficiency in using general office computer software programs, including MS Word, Excel, Visio, and PowerPoint.

Education and Experience:

  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Extensive experience supporting network infrastructure platforms such as Cisco Switches, ASR and ISR routers, VPN, and Security.
  • Extensive experience in troubleshooting and problem resolution.
  • Extensive experience in PSAP operations, emergency communications, or public safety functions.
  • CCNA or higher networking certification.
