Company: Office of the Director of National Intelligence Location: McLean, Virginia, 22102 Company: Office of the Director of National Intelligence Apply for this job Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Major Duties and Responsibilities: The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue. Orchestrate and direct Community wide, mid and long-term strategic analysis on Economics. Serve as subject matter expert and advise the DNI on regional issues in support of the DNI's role as the principal Intelligence adviser to the president. Oversee IC-wide production and coordination of National Intelligence Estimates and other community papers (IC Assessments, IC Briefs, and Sense of the Community Memoranda) concerning Economic issues. Liaise and collaborate with senior policymakers in order to articulate substantive intelligence priorities to guide national-level intelligence analysis. Regularly author personal assessments of critical Economic issues for the President, DNI and other senior policy makers. Manage the Department of the Treasury's Committee on Foreign Investment in the United States (CFIUS) Support Group responsible for the production and IC coordination of National Security Threat Assessments on the acquisition of US businesses and corporations by foreign entities. Develop and sustain a professional network with IC analysts and analytic managers to ensure timely and appropriate intelligence support to policy customers regarding Economic issues. Brief senior IC members, policy makers, military decisionmakers, members of Congress, and other major stakeholders as necessary on the Economic Issues. Review and preside over the research and production plans on Economic issues of the Community's analytic components, identify redundancies and gaps, direct strategies to address gaps, and advise the DNI on gaps and shortfall in analytic capabilities across the IC. Serve as a member of the NIC Council, including preparing aligning Economic analytic program with other NIO programs, sharing insights, and preparing cross-cutting projects. Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. Establish and manage liaison relationships with academia, the business community and other non-government subject matter experts to ensure the IC has a comprehensive understanding of Economic issues. Lead the development and implementation of the ODNI Strategic Plan; oversee the build-out and execution of the plan by coordinating Mission and Vision Statements, Core Values, Goals and Objectives, and Integrated Initiatives; specifically, provide overarching guidance to the team and coordinate all phases of the effort with ODNI senior leadership at key decision points. Requirements Conditions of Employment Qualifications Mandatory Requirements: Recognized expertise in Economic regional analysis and knowledge of the IC's Economic regional analytic community, and collection issues sufficient to lead the IC's analytic production and identity collection requirements. Exhibit expert capability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical issues. Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects. Expert leadership and managerial capabilities, including the ability to effectively direct tasking, assess and manage performance, and support personal and professional development of all levels of personnel. Expert ability to work with and fairly represent the IC when analytic views differ among agencies. Excellent communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, to give oral presentation and to otherwise represent the NIC interagency meetings. Proven critical thinking skills and the ability to prepare finished intelligence assessments and other written products with an emphasis on clear organization, concise, and logical presentation. Direct the development and implementation of controls and policies to provide guidance to management officials, and coordinate internal and external initiatives to ensure alignment with key intelligence priorities. Master's degree in economics, finance, or closely related field. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
