Title: MANAGER, TECHNICAL OPERATIONS

Location: Ashburn, VA

POSITION SUMMARY: The Manager, Technical Operations will play a key role in the growth of our operations and services business along with overall customer satisfaction. This individual will assess the need for ongoing process improvements and ensure these initiatives are created and implemented. They will strategize, implement, and maintain program initiatives that adhere to organizational objectives. The Manager, Technical Operations will provide management of the service Estimation, Project, and Contract Managers.

  • Ownership of service projects, service customers, and service initiatives from conception to closure.
  • Responsible for the project’s outcome.
  • Defines the clear vision for the Project and provides support and removes roadblocks for the project team.
  • Support the business development process, through the writing of proposals, estimates and project close out documents of projects. Identify key requirements for cross-functional teams and external vendors.
  • In-person site visits/meetings with customers and stakeholders.
  • Tasked with making communication easy and transparent regarding project issues as well as decisions on services.
  • Work closely with customers, internal teams, and assigned Project Managers to develop the scope, deliverables, required resources, work plan, budget, and timing for services and projects.
  • Create purchase orders and/or vendor statements of work, and/or vendor requirements to ensure procured products and services meet all requirements to achieve program goals.
  • Create written estimates and proposals for services and projects including:
    • Estimate in terms of labor hours, materials and outside procured services.
    • Collaborate with the customer to define the specific tasks to be completed, and final buy-off criteria.
    • Identify changes of work scope when they are being requested and negotiate corresponding contract changes.
  • Develop new processes and procedures to support the strategic direction of the organization.
  • Provide matrix to ensure growth is sustainable.
  • Manage Services Project Managers in their day-to-day performance by ensuring that milestones/goals are met with adherence to approved budgets.
  • Define the program controls, or the processes, procedures, reporting, etc., to manage the program and provide leadership monthly and quarterly reports to show the health of the program.
  • Oversee and manage support functions that may include financial management, subcontractor management, schedule execution, risk management, and quality control.
  • Identify, analyze, and implement business process improvement on the program that includes conducting root cause analysis, gap analysis and process mapping.
  • Demonstrate the ability to achieve and exceed program cost, schedule, technical, quality, and customer satisfaction objectives.
  • Conduct regular program staff meetings to control program plan; perform weekly and monthly status report as well as quarterly program reviews for the customer and upper management.
  • Support program management by reviewing progress and approving cost (i.e., approving subcontractor invoices).
  • Develop project plan and schedule. Prioritize, assign, and track the scheduled task and financials.
  • Deliver innovative solutions and efficient processes/procedures that reduce program operating expenses, mitigate risk, and increase annual revenue.
  • Other assigned tasks or duties requested by management and/or customer.

Education/Experience

Desired

  • Bachelor's degree in business administration, communications, computer science or related field.
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certifications.
  • Handling of project and program management methodology and techniques.
  • Understanding of the wider objectives of the program.
  • Ability to work positively with the wide range of individuals involved in program management.
  • Strong leadership and management skills.
  • Strong estimation and resource allocation procedures.
  • Managing performance and profitability.
  • Financial planning and strategy.
  • Promoting process improvement.
  • Strategic planning.
  • Dealing with complexity, analyzing information, and implementing company vision.

Required

  • Bachelor’s degree or equivalent experience preferred.
  • Minimum 5 years of experience in project/program management.
  • Minimum 3-5 years of experience in electrical industry.
  • Experience in estimating and proposal writing.
  • Strong work ethic and self-motivation.
  • Technical Knowledge: Scope, cost, schedule, and risk identification.
  • Strategic Management: Understand planning, prioritization, and the best management method for each project. Understanding corporate goals and how the project ties into the business.
  • Leadership and Soft Skills: Motivate and guide a team to move in the right direction.
  • Exceptional skills in leadership, time management, facilitation, and organization.

Computer And Networking Skills

  • Proficient knowledge of Microsoft Office and software.
  • Computer Maintenance Management System software

Supervisory Responsibilities

  • Contract and Project Management teams in Services and Operations.
