Job Description

Under the direction of the Manager, leads and/or supports the business unit by managing, executing and maturing risk and control assessment methodologies and workflows, new product and services risk reviews, overall operational risk governance and operational risk reporting efforts. This position oversees the regulatory compliance program for the business unit and is responsible for independently monitoring, directing and enforcing all legal, regulatory and internal compliance policies and procedures. This leader will contribute to enabling our overall strategy, operational excellence, and success. Ensures the business unit’s compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures, including but not limited to those related to Fair Banking, Anti-Money Laundering laws and regulations, Bank Secrecy Act and USA PATRIOT Act.

Responsibilities

  • Consults with, educates, and supports business units on the execution of first line risk and compliance programs, promoting an environment of risk and compliance awareness and ownership. Participates in risk identification and assessment processes and risk-related trainings. Maintains and modifies, as needed, the formal compliance and operational risk program for the business unit, and provides leadership and strategic management related to these areas. Assists management with efforts for both internal audits and regulatory examinations.
  • Maintains an awareness of and monitors the environment for new and emerging legislation, policy statements, relevant trends, and industry best practices and how they might impact the organization. Analyzes, summarizes and communicates current compliance developments to managers, and coordinates efforts to ensure policies, procedures, forms, customer loan documentation, and training meet all existing, new and amended requirements and related deadlines. Analyzes and communicates compliance requirements for new or revised products, services, or systems to management. Consults with legal counsel, regulatory agencies, vendors and compliance organizations, as needed.
  • Develops and executes an assessment process for ongoing monitoring and periodic status reporting on the effectiveness of the business unit compliance and operational risk program. Provides Management with reports on monitoring and other compliance and quality control measurements. Validates significant operational processes to mitigate risk, including ensuring operational testing as appropriate. Drives discussions with stakeholders in developing action plans for self-identified issues, including root cause analysis and control design and effectiveness, and monitor remediation to timely completion. Ensures timely identification and escalation of risks, issues and makes recommendations to achieve efficient and accurate execution of risk and compliance programs. Assists in developing risk reports and communicates results to business owners and other key stakeholders as needed.
  • Partners closely with Enterprise & Operational Risk, Corporate Compliance, and Business Strategy Risk Executives to continually enhance the company’s risk programs and practices overall, that will help to continuously mature the enterprise risk management framework. Forges relationships and works collaboratively with business partners to operationalize risk management programs, practices, and knowledge within the business units and ensures timely delivery of commitments.
  • Operational Excellence: Researches and has discussions to gain a strong working knowledge of business processes in order to provide the appropriate level of risk / control analysis, review and challenge. Proactively seeks out process improvement opportunities and technology enablement.
  • Responsible for the management of all staff members in the section including staffing and scheduling, compensation, performance management, training and development. Provides leadership, direction and a motivational environment, counsels and provides for the development of the staff, and performs resource and workload planning. Responsible for the timely and effective management of Human Resources forms and documents relevant to immediate staff.
  • Performs all other miscellaneous responsibilities and duties as assigned.


Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from an accredited institution in business, accounting, finance or equivalent work experience.

Experience: Minimum 6 to 8 years of banking, regulatory compliance or equivalent work with minimum 2 years supervisory, management, or leadership experience. Significant project implementation/project management experience. Demonstrated work experience interacting with all levels of employees to include but not limited to senior management level, federal and state regulatory personnel, government officials and third party vendor personnel.

Technical Skills: Demonstrated proficiency and expertise with personal computers in a networked environment and Microsoft applications (Outlook, Word, Excel, Access, and PowerPoint) or similar software. Knowledge of or ability to use Bank software and systems. Must have technical knowledge of banking, consumer lending, direct and indirect lending or related areas.

Other Job Qualifications: Strong working knowledge on banking regulations and requirements. Self-starter will ability to stay abreast of changing industry regulations. Demonstrated ability to direct and manage large complex problems and direct research and analyze information and various situations relating to data management and other issues. Ability to recommend alternatives or solutions. Excellent verbal, written and presentation communications skills. Ability to discuss and offer alternative or solutions to deposit compliance issues with any level of staff person. Demonstrated skills in organizing and implementing process improvements, system conversion, etc. Demonstrated leadership / management and teamwork skills. Must be able to work flexible hours including weekends and evenings as needed or assigned.
