Your Role

The Developer Experience & Cloud Engineering team is a cross functional group responsible for the advancement and support of the Blue Shield multi-cloud presence. The three focus areas of Developer Experience & Cloud Engineering are the Cloud First program, BlueStack product, and FinOps. The Manager, Cloud First Program Management will report to the Sr. Director, Developer Experience & Cloud Engineering. In this role you will support the IT priority initiative owner and team to help orchestrate our multi-year program delivery. Our priority initiatives are key in building the technology foundation to modernize Blue Shield by moving to the Cloud, building out the Experience Cube, and migrating our applications to deliver a much higher quality experience for our members and providers. Your role as the Manager, Cloud First Program Management is instrumental to the team’s success.

Your Work

In this role, you will:

  • Operate at a strategic business level to ensures programs/initiatives are in line with Blue Shield of California strategic goals, objectives and value delivery
  • Communicate effectively across all levels of the organization (e.g., product/service owners, portfolio leaders and executive leadership team); regular presentations to relevant steering committees and stakeholders
  • Leverage cross-functional internal and external relationships to orchestrate & drive initiatives forward and ensure on-time, high-quality delivery within budget
  • Coach and mentor the Cloud First Program Management team; effectively manage demand against team capacity; prioritization of resource allocation
  • Plan and implement multiple and extremely complex programs/initiatives spanning across business units and external managed services providers
  • Determine key issues, develop effective action plans and implement to successful conclusion
  • Build annual and long-term integrated roadmaps and schedule, partner with product and service owners to define quarterly epics, user stories and features that will deliver on the committed value; manage project intake
  • Manage overall budget of the initiatives, drive forecast, and maintain progress and reporting to leadership
  • Monitor performance, velocity, predictability, quality, and business value realization to inform IT Senior Leadership Team
  • Collaborate with the Lean Agile Center of Excellence to improve on standards compliance and increase team performance

Qualifications

Your Knowledge and Experience

  • Requires a bachelor’s degree or equivalent experience
  • Requires at least 7 years of prior relevant experience, including 3 years of management experience gained as a team leader, supervisor, or project/program manager
  • At least 5 years of experience in Agile principles, practices, and methodology strongly preferred
  • Experience communicating and reporting out to executive leadership team on a regular basis preferred
  • At least10 years of managing complex, multi-million dollar initiatives that span across multiple teams preferred
  • PMP and/or Scaled Agile certification preferred

Pay Range:

The pay range for this role is: $ 109120.00 to $ 163680.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.

Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
