As a Manager of Subcontracts for Life Sciences North America, you will be responsible for contracting major construction services on Mega and Critical Projects (Projects with a Total Installed Cost of $750M+, or those of high importance to Jacobs, regardless of value, based on client relationship, incentives or compensation structure, inherent challenges, or strategic importance to the business.). The Manager of Subcontracts manages professional employees at the Performance Unit or Line of Business level and is accountable for the results of all Subcontract Administration efforts on assigned Projects. Effectively and proactively plan, coordinate, and control the execution of the subcontract administration activities on key projects while maintaining responsibility for day-to-day section management obligations. As the Manager of Subcontracts, you ensure on-time performance, cost savings, and high-quality metrics across your teams’ projects, while simultaneously accomplishing objectives and value-added expectations for the department. The Manager of Subcontracts has thorough knowledge and understanding of procurement concepts, principles and practices within the engineering and construction industry. The Manager of Subcontracts reports directly to the Manager of Procurement Services (MOPS) for the office which they are assigned. While supporting Jacobs’ Projects, the Manager of Subcontracts will report indirectly to the assigned Project Procurement Manager (PPM), Project Manager, or Construction Manager.

Responsibilities include the following
As a Section Manager, oversee subcontract administration resources and direct subcontracting activities required to support the planning and execution of construction contracting for operations or projects
As a Section Manager, provide direction and expertise on subcontracting- related activities for projects
As a Section Manager, represent Subcontracts during office, or project, strategy coordination meetings
As a Section Manager, ensure Subcontracting is engaged in business development and proposal support activities
As a Section Manager, provide the necessary written, graphic, and pricing/cost information in support of the proposal process. Support the Manager of Procurement Services in providing budget estimates for labor hours aswell as for anticipated construction costs in support of the proposal process
As a Section Manager, provide preliminary risk assessment related to the Subcontracting activities on a project while enacting a preliminary strategy for subcontract administration execution
As a Section Manager, establish and maintain effective training programs to develop existing personnel in support of Business Unit projects.
As a Section Manager, ensure full compliance with Procurement Policies and Procedures by the various project subcontract administration teams.
As a Section Manager, assist in the resolution of purchase order disputes on various projects
As a Section Manager, effectively communicate with the Manager of Procurement Services, other internal departments, and with Clients on subcontract administration issues related to certain projects or the business
As a Section Manager, review major subcontract documents prior to execution and participate in all major negotiations with subcontractors
As a Subcontracts Lead, perform upfront Procurement planning activities such as drafting the Subcontracting section of the Supply Management Execution Plan (SMEP), establishing Subcontracting Strategies, and developing project-specific templates, reports and tools
As a Subcontracts Lead, manage the activities of large teams of subcontract administrators along with oversight of other supporting procurement functions. This typically includes, establishing package assignments and priorities, eliminating obstacles, managing the interface with Jacobs and Client management, providing on-the-job training, offering support and guidance, and to settle performance related issues
As a Subcontracts Lead, use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s Subcontracting efforts
Subcontracting assignments typically will consist of major contracts for complex, critical or high-risk construction services including Design-Build, Integrated Project Delivery (IPD) and/or unit rate to lump sum conversion contracts.
Utilizes established policies, procedures, systems, and tools
Manages the procurement of professional and/or construction services and administers Procurement Agreements and change orders (modifications) to accomplish project or group objectives and obligations
Reviews subcontract-related invoices and ensures that invoices are approved in accordance with terms and conditions agreed within the subcontract
Evaluates facts surrounding subcontract-related problem areas and applies remedies to resolve it
Maintains subcontracting documentation in a repository
Identifies and resolves subcontract-related risks while working in conjunction with the Manager of Procurement Services (MOPS)
Manages the procurement process, including planning, development of bidder lists, qualifies bidders, prepares requests for quotation, and conducts bid evaluations
Recommends source selections, plans and leads subcontract negotiations
Acts as a subject matter expert in regard to a commodity or specialized subject area
Helps stakeholders in understanding the overall Procurement process
May participate in internal and external supply management presentations
Works independently, with limited or minimal guidance, in the most complex situations. Directly manages the work of senior subcontract administrators who perform subcontracting activities on Projects. Leads functional teams or projects and serves as a best practice or quality resource
Coordinates with project or departmental personnel in performance of the subcontracting activities
Here's what you'll need
This is a management level position which requires the ability to effectively manage and lead in the development of Subcontract Administration Professionals of all backgrounds and experiences. The ability to demonstrate effective leadership skills are paramount
Bachelor’s degree in a business, construction, supply chain, or operations management field, or equivalent project experience in lieu of degree.
10+ years of experience in capital construction and contracts management is required.
Experience working onsite in major construction projects
5+ years of experience in Biopharmaceutical/Life Science Manufacturing Projects
Understands the technical, organizational, managerial and business issues related to Procurement on large, capital, projects
A drive to solve complex and challenging problems
Understands overall corporate resources and capabilities of EPC/CM Projects
Ideally you'll have
Master’s degree preferable, but not required
Experience using MS Office tools, including intermediate to advanced MS Excel skills.
Must possess strong communication, organization, and management abilities. This position involves the coordination of multiple activities across multiple projects

The base salary range for this position is $106,200.00 to $140,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
