Job Description

The Manager of Production Data Services & Support (Manager V) is responsible for performing advanced (senior-level) managerial work administering the day-to-day operations and activities of the Production Data Services and Production Support teams. This role is responsible for establishing team priorities, enforcing team goals and objectives, developing and maintaining team guidelines, procedures and policies, developing team roadmaps, delivery schedules and objectives, and standards for achieving established goals. The Manager is also responsible for performing team member performance evaluations, and assisting with interviews and hiring processes. This role is responsible for providing recommendations for improving team processes and ensuring best practices for optimal performance. The Manager will enforce quality of work delivered by team members and provide mentorship to the team. The Manager supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This position reports to the Administrative Applications Director of Operations in Health and Human Services Commission Information Technology (HHSC IT). This position is 100% telework in the state of Texas and is for U.S. Citizens or residents only.

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Manages the day-to-day activities of the Production Data Support and Product Support teams in HHSC IT Administrative Applications. Supervises the work of others. Oversees the allocation of team resources to achieve timely outcomes and measurable goals. Monitors and evaluates the effectiveness of team performance. Prioritizes team efforts. Makes recommendations for improving team processes and best practices based on analysis and review of team efforts and effectiveness. Accurately represents the needs of the department and customer, as requested, and effectively communicates these needs with team members. Establishes goals and objectives, standards for achieving goals, and ensures quality of work delivered by teams. (35%)

Develops and implements techniques for evaluating team activities and performance. Conducts routine team member performance evaluations. Participates in interviews and hiring activities. Communicates with leadership, team members, and relevant partners verbally and in writing on issues, resolutions, and expectations. Serves as mentor to team members. Monitors and manages the team’s workloads in Jira and SharePoint. (30%)

Prepares estimations for solution requests, changes, or enhancements to applications or systems. Creates and maintains roadmap documentation of team efforts, work that is in flight, and work that is in the pipeline. Oversees special investigations, internal audits, and the implementation of special initiatives or corrective actions to applications or systems as a result to those findings. Reviews and evaluates the impact of proposed program-led or legislatively mandated changes or requests to applications or systems and their impacts to existing applications or systems by estimating staffing effort and other costs required to implement those changes in the affected applications or systems. (25%)

Creates and maintains other documentation as needed. Other duties as assigned. (10%)

Initial Selection Criteria

Graduation from a four-year college or university with major coursework in business or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.

Minimum of 6 (six) years of experience in hands-on software development.

Minimum of 3 (three) years of leadership experience over Enterprise Software Development or Database / Data Services teams.

Experience with No/SQL, SQL, and Oracle.

Experience in Agile development methodologies.

Experience with Software as a Service (SaaS) or Platform as a Services (PaaS) application environments.

Preferred

Experience with data warehousing and large datasets.

Experience with data modeling principles.

Experience with ETL processes.
